The Punjab government is working on a plan to promote the teachers serving in the government schools under in-service quota system and the decision in this regard is likely to be announced soon.
Well-informed sources told The News here Friday that the promotion plan is in pipeline and the Punjab government has directed the concerned authorities of the educational departments and directorates to submit lists of the teachers who are eligible for promotion as per merit and seniority.
Following directions of the Punjab government, the concerned authorities have started preparation of teachers lists. However, the promotions would be made in phases. In the first phase, teachers working in the government primary schools would be given promotions according to seniority to be followed by secondary, middle and high schools. However, the complete plan of promotion under in-service quota system would be implemented in three to four months time after its enforcement. Scores of teachers of both girls and boys schools have started visiting the educational directorates to ascertain and confirm their names in the promotion list to be submitted to the Punjab government.
The plan enforcement would benefit hundreds of teachers all over the Punjab province. According to Saghir Alam, President of All Punjab Teachers Association (Rawalpindi district) over 300 teachers including male and female would benefit from the decision. The promotion is made on the vacant posts. At present 600 teachers are on waiting list for promotion out of which 300 would be promoted as the decision would be implemented in phases.
Saghir Alam expressing concern over the method of promotion, said that while implementing the promotion policy, teachers serving on other stations like Lahore, Gujar Khan, Faisalabad are being accommodated on vacant posts and their pay scales are upgraded. Instead of filling the vacant posts through transfers and postings from outer stations, the entire teachers serving in their respective stations like Rawalpindi district should be given promotion under In-service quota system and should be accommodated on vacant posts.
Those serving in grade-9 would be promoted to scale-14 and the teachers serving in grade-14 would be moved to scale-16. However, the teachers already serving in pay grade-16 and above have to wait for 25 years for their next promotion, which is unjust. Instead of promotion of the teachers serving in grade-16 and above should be given promotion after every seven years of their previous promotion. The promotion on timeframe policy is implemented in Sindh and Balochistan, but in Punjab teacher has to wait till completion of his-her 25 years service. Moreover, with the promotion of teachers from one scale to another only a little enhancement in pay is made which is only up to Rs150 to Rs200.
