The VC was appointed by General Pervaiz Musharaf by-passing the merit and seniority of deserving capable faculty members. Unfortunately, the VC has been getting shelter from a couple of high authorities of Higher Education Commission (HEC) since long & now the Vice Chancellor established strong political affiliations and been violating the University Act, 1973 and its Statutes since 2008 in many ways. Moreover, the Vice Chancellor has been targeted his opponents/ innocent faculty members since long. The attached available record of 173 Writ & Crl. Org. 22. Bogus written test conduct for short listing of candidates and dummy selection board for the appointment of almost 50 lecturers on 20, 21 & 22nd June, 2011to oblige the very blue eyed relatives.

1. The Financial Embezzlement/Salary issue of the Vice Chancellor, UAF (Vice Chancellor drawing more than Entitlement)

With reference to letter No. PS-1(3)13/3955, dated 27.2.2008, Professor Dr. Iqrar Ahmad Khan, assumed the charge of the office of the Vice Chancellor, University of Agriculture, Faisalabad. The terms and conditions of Dr. Khan’s recruitment clearly mentioned state that he had been recruited to the post in MP-II (management pay) grade. It was mentioned that pay of Dr. Ahmad would be Rs. 105, 950/ per month as admissible in MP-II grade. In addition to that, he was also entitled to receive Rs. 5298/- month for utilities. It is very unfortunate that by violating all the terms and conditions of his employment, Dr. Iqrar Khan has used his discretionary powers and got issued a notification of MP-I (management pay) grade for himself. Consequently, he started receiving Rs. 1, 95, 000/- month salary and Rs. 9750/- as utilities for himself from Feb, 2008 through a self-notified order. This action clearly reflects his mollified corrupt intentions and also indicating that the Vice Chancellor is drawing more salary than he was entitled via notification letter no. (SOR&E) 23-22/08-VC/TC). Till date, the Vice Chancellor, Dr. Iqrar Ahmad has received an extra amount of Rs. 3.50 million in three years by taking the salary of MP-I grade. In this critical financial issue, the Vice Chancellor had also got a separate notification from the university for MP-I grade but the government officials did not accept these self-prepared documents. Later on Agriculture department also clarified that Dr. Ahmad appointment was in BPS-22 (MP-II). This situation has put the university officials in great trouble who were responsible to ensure financial transparency at the university. Moreover, the university officials were being pressed to settle this intentional financial corruption internally because any kind of external interference would be damaging for the Vice Chancellor. Therefore, it is requested that recovery of all the access receipts in connection with the illegal salary may be taken back and the authority may be terminated with the charge of corruption. It is further requested that the people, who have supported the VC in audit matters, explanation should be called for & necessary legal action should be taken against those miscreants. It is very unfortunate that the few people of corrupt administration and blue-eyed members also the part of said corruption and they prefer to close their eyes yet because of getting share (Shame). It may also be added here that VC trying to rectify his salary notification by using all political influences to conceal his corruption.
2. Sports Quota based Students Admissions since 2008 to date:

With reference to the letter No. 10-3/ HEC/ A&C/ 2004- 2350 dated 10-02-2004, there was an allocation of 1% sports quota in admission in all educational institutes approved by the Prime minister’s Secretariat (Public), Islamabad. Whereas percentage of sports quota based admissions for the universities was increased to 2% with the notification no. Sports-1/HEC/2010/735 dated 21-07-2010. In spite of clear directives from Prime Minister Secretariat and Higher Education Commission, Islamabad, some serious irregularities regarding the admission on sports quota, have been committed by the Vice Chancellor, University of Agriculture, Faisalabad during last four years in different under graduate degree programs. Details of these irregularities are given below (Evidences/ Notifications attached). A large number of students were admitted to different degree programs on sports quota against small number of seats reserved for this purpose during last four years. As a precedent during the session (2008), 46, 15 and 21 = 82 students were admitted in B.Sc. (Hons) Agriculture, Doctor of Veterinary Medicine (DVM) and B.Sc. (Hons.) Agri. Engineering respectively. It is further added that the majority of the students did not apply for the admission on sports quota and even not appeared for sports trials which is prerequisite for the admission on this quota. This violation had also been conducted during the academic session (2009). During this session 57, 24 and 22 = 103 students were admitted in B.Sc. (Hons) Agriculture, Doctor of Veterinary Medicine (DVM) and B.Sc. (Hons) Agri. Engineering respectively. Similarly during the academic session (2010) 62 students were admitted just within the faculty of B.Sc. (Hons) Agriculture.
By doing this practice repeatedly, this story is more brutal in Current year 2011-12, the Vice Chancellor has committed a very serious academic irregularity to achieve his personal motives again, as majority of the students admitted on sports quota are relatives or very close associates of the politicians. With reference letter no. DFA/12433 dated: 17-11-2011-12, Ninety four (94) students got admissions in B.Sc(Hons) Agriculture. Moreover, after this, a separate notification was again appeared on 30-11-2011 (Letter no. DFA/12894), an additional (14) students were admitted in continuation of the previous letter, & a total of (94=14=108) students able to get admissions just in a solitary degree program of B.Sc (Hons) Agriculture. Similarly, (letter No. DET: 2455; dated: 17-11-2011) (17) students were admitted in B.Sc (Hons) Agricultural Engineering & likewise in five year degree program of (DVM) winter semester, 2011-12 (16) students were admitted (108+17+16= 141 students). It is most vulnerably requested that these series of serious act should be investigated on a very high levels by calling in the requisite records of all these admissions (Application forms submitted, Application for admission on sports quota, total number of students admitted and allocated seats on sports quota).Your kind authority is requested to take serious notice of such irregularities for appropriate action against UAF administration
3. Endowment Fund Secretariat (EFS) Corruption:

Endowment Fund Secretariat (EFS) has been set up to provide financial support to strengthen agricultural research and academia through Faculty Development Program, But, unfortunately the income generated through investment of these principal funds has been brutally wasted since 2008 by holding us necessary foreign tours, fairs and exhibitions & still this malafied practice is continued. It is also very astonishing & pinching that in spite of all available proves/enquires regarding the organizational set up of Endowment Fund Secretariat has been able to secured the extension of said regime in 2010. Therefore, it is requested that a full enquire may kindly be launched in order to probe the financial matters of Endowment Fund Secretariat & the authorities/ governing organizational set up may kindly be terminated with the charge of corruption. Your kind consideration is needed to probe the total amount of available funds; interest earned thereupon, its utilization & details of bank accounts where these accounts are being maintained.
4. Corruption in Construction contracts:

It is very clear and known to every body of the university that when the construction corruption cases of the said authority was highlighted; different measures has been adopted to justify these allegations, for example the extension and renovation of university boundary wall going to reconstruct to manage the voice against the authorities. It also very important to point out that a 3rd class construction material has been used in different construction projects of the university. The ‘darja soam’ (3rd class) bricks being used for the construction of university boundary wall. It is also important to point out that majority of the construction contracts were given to dummy contractor (real brother) & very close relatives of the Vice Chancellor showing clear intentions of corruption. The boundary wall of university cricket stadium which was recently built, completely collapse due to wind storm in June 2011 which is a proof of using 3rd class construction material. Recently inspite of all this, the VC has approved a 9.00 lakhs contract to his relative just for the white wash of the main gate of the university of Agriculture, Faisalabad during the Golden Jubilee celebrations. **{It is worth mentioning that, a committee was established to probe into all said construction issues, but the VC succeeded to finish the investigating committee by using his political affiliations and for the reasons best known to Holly God.}
5. Cancelation the Legal Recruitments/Appointments of Sixty three (63) regular employees

The VC wants to cancel the Legal Recruitments/Appointments of Sixty three (63) regular employees (Lecturer, Assistant & Associate Professors, Deputy Registrars) of BPS-17 or above, providing a plea that the said appointments were made during so called ban period by Election Commission, in 2007. The Vice Chancellor trying to bulldoze the whole recruitment procedure of said employees (having a regular service of more than three years) so that he can appoint his own well-wishers & blue-eyed people against these posts. The Vice Chancellor Iqrar Ahmad Khan doing all this illegal with regular faculty employees who have even been completed their probation period of three years very successfully. The University of Agriculture is an autonomous body, working according to its own Act 1973. Here it worth mentioning that many other Public sector universities had also completed their similar recruitment process during the same period as an autonomous body, then what is the problem with this university of agriculture, Faisalabad? It also astonishing that Vice Chancellor’s selection & appointment was also in the same period as in case of these 63 regular employees.
6. Indefinite extension in the probation period of 63 regular employees

Indefinite extension in the probation period of 63 regular employees (Lecturers & Assistant Professors of BPS-17 or above) without any miss-conduct/cause, and it is suspected that these employees will be victimized during this illegal extension in probation, while the appointments of more than two hundred employees on regular basis from BPS-1 to BPS-16 during the same time period has not been enquired/ reprocessed yet, showing the worst form of discrimination within the same Institute. The reason is that VC knows, that in case if he takes up the matter of appointments of lower scale (BPS-1 to BPS-16), it will not be controllable for him to set matter according to his wish.
7. Severe violation in recruitment procedure.

The University of Agriculture has advertised different posts of Professor, Associate Professor on regular basis & Assistant Professor on Tenure Track System (TTS) on 13th April, 2010 to accommodate their blue-eyed people. The authority of UAF (Vice Chancellor), who already under severe corruption charges and enquires, has conducted these interviews in Dec, 2010. But, how the corrupt people appoint the honest people? So the high officials of Govt Punjab & HEC may kindly be requested that the matter of new appointments should be probe on higher levels and pass an order that how the university administration has completed the process of said recruitments being advertised on April, 2010 in the presence of the stay order of Honorable High Court.
8. The Criteria of Evaluation while determining the Eligibility of Candidates violated.

The Criteria of Evaluation while determining the Eligibility of Candidates through foreign experts for the appointments of Associate Professors and Professors in BPS has been neglected. The decision of foreign evaluation for such high cadre appointments on regular basis was notified in July, 2007 through HEC, but it is so unfortunate that the procedure of evaluation/appointments has been violated for such various positions which were advertised on 10-05-2010 in the University of Agriculture, Faisalabad. It all indicates that VC has malafied intentions just to accommodate the blue-eyed people. It is further requested that the matter of such appointments should be probe on high levels and these illegal recruitment procedure should be enquired properly in order to support merit & justice.
9. Illegal promotions

Illegal promotions and heavy salaries to his well wisher sub-ordinates under the umbrella of TTS (Tenure Track System) inspite of huge financial deficit of University of Agriculture and Higher Education Commission of Pakistan.
10. Seven female students allegedly confined and detained.

During a peaceful protest from the students showing solidarity with sacked teachers of the university on 29th April, 2010, the seven female students allegedly confined and detained for a period of almost eight hours till mid night to sign a reply to the charge-sheet & treating them with physical and mental torture. It is very unfortunate that the female students of the university have been grilled & harassed whole night showing a criminal form of dictatorship. After two days of this brutal activity, The Hall Warden of the university Prof. Dr. Abdus Salam Khan has resigned, disagree with the non-constitutional malafied decisions.
11. Intentional fire to burn the whole records of Construction contracts

A couple of months ago, the Vice Chancellor & his very close well wishers played a horrible Drama in the Hall Warden office by holding an intentional fire to burn the whole records of Construction contracts and Hostel renovation bills to conceal their brutal corruption. It is requested that a full fledge enquire should be established to sort out this cruel activity.
12. Retired officials on very high salary packages

The VC engages Retired officials on very high salary packages against Government policy in order to oblige his retired blue eyed colleagues.
13. Appointments of real brother & his wife as regular assistant professors BPS-19.

Appointments of real brother as regular Assistant Professor (BPS-19) in Department of Economics, his wife in BPS-18 and many other relatives in different departments who were not eligible for the said posts.
14. Ban on the student unions not lifted yet.

As per order of the Government the ban on the student unions should be lifted immediately; But VC denied all that showing a criminal mind of dictatorship.
15. Removal of services from ad-hoc employees working since 1995

The Ad-hoc employees from different faculties of the university (working since 1995) being terminated with a plea that the university is unable to pay them. The thirty seven (37) Ad-hoc employees who were removed from their services with a plea of financial deficit of the university & in-response the employees have filed different writ petitions in Honorable High Court against the Vice Chancellor. The single & double bunch of Honorable High Court have made decisions in the favor of adhoc employees, but now the Vice Chancellor has filed a 3rd new writ in Supreme Court showing a clear cut malafied & personal intentions. It is very humiliating that in presence of Supreme Court decision, many blue-eyed retired officials getting high salary packages since long, but there is no space for the employees who have been working since 1995 on ad-hoc basis on lower basic pay scales, showing a worst form of discrimination within the same institute.
16. The VC has wasted millions of rupee (almost 65.78 million) of the university by holding American/European/Foreign tours with very Blue–Eyed faculty members. It’s very unfortunate that the financial matters of the said institute going to be handled very poorly & roughly in order to satisfy the well wishers sub-ordinates. The list of countries where the Vice Chancellor had visited during the last two years with out gaining any objective & has wasted the huge amount of the university…

17. It is important to mention here that more than 173 Regular employees of the university have already been filed different Writ petitions in Honorable High & Supreme Court of Pakistan. This attached available list of 173 Writ petitions with this application clearly indicates the poor and mollified governance of the Vice Chancellor in university of Agriculture, Faisalabad. (List attached)

18. The Vice Chancellor, university of Agriculture, Faisalabad has been continuously managing a series of Protests against HEC since August, 2010. The whole story of the series of protests was purely handled by the sitting Vice Chancellor, Iqrar Ahmad Khan through its own nominated Academic Staff Association (ASA) regarding the increase in salaries i.e announced in budget 2011, Even UAF has sufficient amount in its financial head. It is very important to mention here that just few well-wishers of administration have participated in this protest against HEC because the faculty members already knew the objectives and malafied intentions of the VC. The VC Iqrar Ahmad Khan already under severe corruption issues regarding his salary and construction contracts & he actually wants to divert the intentions of Govt officials. The Vice Chancellor now playing double standards, on one side he has been continuously producing an agitation against HEC through blue eyed faculty members that university have no extra funds & on the other side, he has appointed more than twenty six (26) blue eyed retired officials on a very high salary packages against the policies of the Punjab government and HEC. Moreover, the VC has been forcing the all faculty members to join TTS (Tenure track system) under severe financial stress of HEC & Finance division. The members who have been working as adhoc Assistant Professors after getting PhD degrees and not willing to join TTS due to uncertainties of HEC & non availability of funds, they all reverted back to lower cadre BPS-18 as lecturers from Assistant Professors showing the worst form of discrimination. It is very humiliating and disastrous to faculty members and for their families, who have been working as Assistant Professors since long. It is requested that the reversion of the faculty members from BPS-19 to BPS-18 should immediately be stopped for the sake of the sustainability of the existing system. Moreover, it is worth mentioning that further appointment on TTS may kindly be banned with immediate effect to tackle such financial crises of HEC-Pakistan. This Tenure Track System also creating a severe discrimination and Blue-eyed ism within the faculty members. It is also requested to launch a full enquire against the Vice chancellor of the university of Agriculture, Faisalabad that why he showing an interest to provoke the people/students/faculty members in the campus and creating a severe unrest instead of education/ academic activities.

19. An employee of the university named Tahir Rasheed Khan s/o Abdul Rasheed Khan Hold a press conference at 4.00 pm on 10-03-2010 in press club, Faisalabad against the corruption, dictatorship and discriminative actions taken by the Vice Chancellor. It was very astonishing that when the Tahir Rasheed reached near the press club for press conference there was a brutal attempt of kidnapping by the VC against him, but luckily due to the interference of members of press club & media, the attempt of kidnapping made failed. After holding the press conference, there is a series of life threats to Mr. Tahir Rasheed Khan and his family. Due to these continuous threats, Mr. Khan has filed an application to CPO-Faisalabad via SHO, Civil line on 12-03-2010.

20. Faisalabad, (Oct 2-2010: Dawn News) Hundreds of university students/ boarders besieged the Vice-Chancellor’s House for more than five hours on Friday night in protest against the university policies, raising their voice against load-shedding, fee hikes and alleged ill-treatment at the hands of hostel officials and guards. Highlighting the problems, the students of MSc. and MPhil classes were facing at hostels in the hands of the administration and guards very roughly on minor issues. They said the administration which did not resolve the complaints of the students had empowered the guards to treat boarder’s students in a rough manner. In response of this successful protest, the Cruel Vice Chancellor has been succeeded in the arrest of two student leaders during Eid holidays so that media coverage could not be given to this incident. The students were sleeping in their homes in Sadiqabad on the morning of 20th November when Police from Civil Lines Police Station, Faisalabad raided and entered their homes climbing over the outer walls. Students of UAF are very angry about this cruel incident and planning rightful protests but the Administration harassing them with expulsions and similar said arrests and threatening them with the same consequences. The Vice-Chancellor of UAF didn’t like this progressive activity. The VC, Iqrar has already been charged with corruption and has a previous record of expulsion and running away from Pakistan because of corruption charges.

21. Farm Land Area Income Corruption (2008-2011)

University of Agriculture has a very large farm area which is under crop production & it is a significant source of income. However, in last three years the income of these farms has been brutally embezzled as indicated by recently resigned Director Farms in his resignation.

22. Mega Corruption during Golden Jubilee Celebrations (2011)

University of Agriculture, Faisalabad has celebrated its Golden Jubilee in March 2011 by arranging a series of different events throughout the year but particularly one-week mega agenda “Spring Festival” March 13-20, 2011. During the Golden Jubilee Celebrations, UAF has organized an Agri. Exhibition, Horse & Cattle Show, Fancy Birds & Flowers’ Show, Alumni Meet, IT exhibition and Food mela. During these long duration activities, every Faculty/Institute/Division of UAF has arranged different cultural night shows throughout the year. Here it is submitted that the University of Agriculture, Faisalabad has a historical history of 100 years in Agriculture Research & Education. But now days this institute has been facing several un-desirable issues regarding Corruption, Nepotism, Recruitments, and Promotions since the appointment of Iqrar Ahmad Khan as Vice Chancellor. The VC goal was actually divert the intentions of Govt officials by these events under the shadow of Golden Jubilee Celebrations & creating serious annoys between faculty members. The university administration had succeeded in the collection of a very huge amount from Higher Education Commission, Islamabad (HEC), PSF, PARC/ NARC, PARB, Endowment Fund Secretariat, Private companies of food and pesticides & many other government and semi- government research organizations for these fake golden jubilee events in order to promote corruption, brutal satisfaction of Blue-Eyed members, few ruling administrative officials under the shadow of Golden Jubilee Celebrations (2011).These whole year events would be produced the expenditures of many million rupees (in-Crores). The corruption was made under following heads through US Aid Program (Endowment Fund Secretariat) University of Agriculture, FSD:

• Repair & renovation bills of buildings (in construction)

• Fake Daily paid worker bills.

• Un-necessary invitations & three star hotels stay to blue-eyed.

• Fake bills of breakfast, lunch & dinners.

• Exhibition (installation, tenting & generator-electricity charges)

• Flower & Bird show fake bills.

• Horse & Cattle show (fake residence and food charges)

• Prize money & gift hamper corruption.

• Sports events (residence and food bills)

• Stage drama’s/night shows against the moral value of faculty.

• Printing charges (manuals, banners & bluchers)

• Fake security expenditures.

• Transport charges of guests/officials

It is humbly requested that full audit enquire will be established of these unnecessary events of Golden Jubilee Celebrations & a strict order may kindly be passed so that the issue of the wastage of these US aid funds may be prohibited in order to save financial assets of the university. Moreover, the duration of these celebrations should be reduced (not more than three days) in order to save university money and students education by strict orders from higher Govt officials with immediate effect due to certain financial crises of Pakistan. A notification is required to stop this whole year celebrations. Therefore, it is further requested that the people, who have supported the Vice Chancellor in making this mega plan of corruption by extending the duration of these celebrations, explanation should be called for & necessary legal action should be taken against those miscreants. It is very unfortunate that the few people of corrupt administration and blue-eyed members also the part of said corruption and they prefer to close their eyes yet because of getting share (Shame). Your kind authority is requested to take serious notice to identity this mega plan of corruption & culprits may kindly be taken to task.

23. Sex Scandal, University of Agriculture, Faisalabad (25th May, Dawn News)

The administration of the University of Agriculture, Faisalabad, is in a fix over reports that some high officials are running a sex racket by trapping boarding girls. The administration of the university is facing severe difficulty to tackle the issue, as university’s reputation and future of some girls and security officials is at stake. The scandal came to light when the press media channels were informed that some security staff & high officials trapped a female BSc. student and now were blackmailing her. A probe into the issue was started through women officials of the hostel and these women are only questioning the girls involved instead of considering all aspects of the case and investigating all those involved. Sources said that a couple of news reporters from Express TV channel have very strong evidences that the very close relatives of the Vice Chancellor with some faculty members are also involved in another sex scandal of the university. A preliminary investigation found six female students involved in this scandal. Sources said the superintendent of the female hostel held the girls responsible for the scandal and described them as unfit for hostel life. They also reported that the hall warden was under severe pressure of the Vice Chancellor & few security officials, who were involved in allegedly trapping the girls. An eye witnessed (security guard) said that special vehicles had been coming to pick the girls and security officials had been told not to stop any such vehicle from entering the hostel. The administration has been trying to hush up the issue to avoid embarrassment and this is the reason that no directive in this regard has been issued in black and white. A number of political figures are among those who are trying to save these Security officials including those who ” very fair-haired boys of the Vice Chancellor’’ Sources said that our news reporters also giving very strong clues/evidences about another group of blue-eyed people of university authorities, who are involved in these various sex activities with innocent female students since long. The HEC & Govt should take immediate strict action against the Vice Chancellor and his company in order to avoid any further embarrassment among the faculty & boarder students.

24. Another Sex Scandal, University of Agriculture, (23rd July, Khabrain & Naya Akhbar)

Another sex scandal has taken space in media and newspapers on 23rd July, 2011, in which sexy photos and clips of two girls with university students and teachers were highlighted. And after findings of the enquire reports just a small fine of 5000/- rupee as penalty imposed on the said students.

25. Stern violation in the recruitment procedure: Advertised posts for lecturers, written test evaluation & short listing of candidates, malafied intentions of the Vice Chancellor, Iqrar Ahmad Khan in the University of Agriculture, Faisalabad.

The University of Agriculture has advertised different posts of Assistant Professor and Lecturers on regular basis through Campus news Vol. No. 5653 on 7th December, 2010 to accommodate their very blue-eyed people with the condition of written test evaluation first time in the history of UAF. The Vice Chancellor, UAF who already under severe corruption & sex charges has conducted these interviews in a high state of emergency on 20, 21 & 22nd June, 2011. But, how the corrupt people appoint the honest people? The high officials of Government Punjab, Ministry of Finance, Agriculture department & particularly HEC may kindly be requested that the matter of new appointments should be probe on higher levels. In addition, it is very unfortunate that the results of written test were notified after the issuance of interview call letters to very few people. For example the in test result of Zoology Department for lecturer, 69 candidates were appeared But, only three (3) who have blood relations with the Vice Chancellor able to get interview call letters. It’s so unfortunate that the gold and silver medalist students of the UAF even unable to get the clearance in their respective evaluation written tests for the appointment in BPS-18. A full enquire should be laid down that how the procedure of written test examination was conducted, how it was evaluated and why the results not displayed for the candidates before the issuance of call letters?? Its all shows the extreme malafied practices of the sitting chair (VC) in university of Agriculture, Faisalabad. For example, the daughters of the few administrative members have been selected in BPS-18 on regular basis in that selection board. It is further requested that the matter of such appointments should be probe on high levels and these illegal recruitment procedure should be enquired properly in order to support merit. Please save the University of Agriculture, Faisalabad from the corrupt people like Dr. Iqrar Ahmad Khan.
