Teachers upgradation case | UoP-UET land dispute

500 teachers get upgradation from grade 9 to 14
Islamabad, May 05: After facing many hiccups, at least one of the cadres of teachers, comprising as many as 500 teachers, got upgradation i.e. 9 to 14 as the notification regarding their upgradation has been issues on Wednesday by CAD.

The upgradation of Metric Trained Teachers (MTTs) has been announced by CAD division Joint Secretary (JS) Rafique Tahir during a ceremony organised at the Federal Government Boys Model School, G-9/4. “239 male and 215 females have been upgraded from grade 9 to fourteen w.e.f January 1st, 2011,” he announced.

According to information, after the devolution of education ministry, the process of upgradation of teachers lingered on as the Departmental Promotion Committee (DPC) was also devolved.

DPC is a department that is supposed to look after the promotion matters of teachers. A summery to constitute the new committee was moved and it was on Tuesday late evening that a DPC got approval after which the notification regarding the upgradation of teachers was issued.

However, the upgradation of teachers in the cadres from 14 to 16 and 16 and above is still lingering on. Although CAD Joint Secretary Rafique Tahir during the ceremony said that upgradation of Trained Under Graduate Teachers (TUGT) and BPS 16 and above is also expected within few days, however few circles doubt the upgradation of 16 and above in near future.

“The summery regarding the upgradation of 16 and above have twice sent to prime minister, but could not get approval as establishment division and finance division had severe reservations on that,” an insider said.

It was back in July 27, 2010 when teachers were promised to get upgradation, however the promise became victim of bureaucratic hurdles. It was then that Prime Minister Yousuf Raza Gillani announced teachers’ package on November 8, 2010. Teachers’ package that was announced by PM also faced a significant delay despite a massive protest being launched by the teachers’ community.

It is pertinent to mention here that it was the delay in the implementation of teachers’ package that the FDE former director general Shaheen Khan was removed from her post and Chaudhary Nazir Hussain took over the charge.

Federal Government Teachers’ Association (FGTA) President Azhar Mahmood Awan while addressing the ceremony said that it was encouraging for the teachers’ community that at least one cadre has been upgraded. “It is a likely ray of hope for us and we can now assume that the notification regarding the upgradation of teachers of other cadres would also be issued soon,” he said.

Addressing the ceremony FDE Director General Chaudhary Nazir said that he has been working day and night for the implementation of teachers’ package ever since he has taken the charge. “We are busy in streamlining things and are hopeful that the issues that are bothering teachers would be resolved on immediate basis,” he said.

He said that teachers were the backbone of the educational system and a country could not improve its education system until its teachers are competent and satisfied. “We are proud of our teachers, who have been working hard for decades without having any lucrative facilities in this profession,” he said.

He expressed the hope that the remaining items of the teachers’ package would be implemented on priority basis.
