The Punjab government has changed its plan of shifting entire commerce stream from Technical Education & Vocational Training Authority (TEVTA) to the Higher Education Department Punjab, it is learnt.

Under the new plan, the TEVTA institutes offering Diploma in Commerce (DCom) would stay with the TEVTA while its colleges offering BCom and MCom degrees would be shifted to Higher Education Department.

It is pertinent to mention that, in June 2010, Punjab Chief Minister Muhammad Shahbaz Sharif had given go-ahead for shifting the component of commerce education from TEVTA to the Higher Education Department. The necessary legislation in this regard was also approved by the Punjab Assembly.

The move of shifting commerce stream aims at empowering TEVTA to fully focus technical education and vocational training.

It is also important to mention here that there are 118 institutes and colleges running under administrative control of TEVTA across the province offering commerce education from two-year Diploma in Commerce (DCom) to BCom, while some colleges have also started offering MCom programmes.

After approval of the CM, the TEVTA had formally moved a summary seeking handing over of its 118 commerce institutes and colleges along with around 3000 teaching and non teaching staff to the Punjab Higher Education Department.

Sources privy to the developments said the authorities had now realized that commerce stream as a whole could not be shifted to the Higher Education Department since the DCom programme was basically in line with TEVTA’s mandate unlike BCom and MCom programmes.

It is also important to mention here that Punjab Board of Technical Education (PBTE), which is under administrative control of TEVTA, conducts the DCom examinations unlike BCom and MCom exams which are conducted by universities, primarily Punjab University, with which the TEVTA’s commerce colleges are affiliated.

They said the issue of transfer of commerce stream to Higher Education Department got stuck in limbo owing to indifferent attitude of the former Secretary Higher Education Haseeb Athar. Otherwise, they added, the shifting process might have been completed by now.

They said now the department would have to face a number of challenges under the new plan, especially in connection with handing over of the teaching and non teaching staff of TEVTA.

Bifurcating the teachers/ instructors teaching DCom, BCom and MCom programmes was indeed a very difficult job, they said.

They said the contract employees of TEVTA involved in commerce education, like others, had also been demanding regularization of their jobs, adding the same had to be addressed by the department in order to avoid any confrontation with its new future staff.

Higher Education secretary Dr Ijaz Munir, while confirming the new plan, said a committee had been formed to finalize the modalities. He said there were around 59 TEVTA institutes offering DCom programme. The same would stay with TEVTA unlike its commerce colleges offering BCom and MCom programmes. To a question, he said, the whole process of shifting would have to complete by June.

The education sector in the country is in a deplorable state, and we are reminded of this bitter fact every now and then, especially during examinations. The latest example of this was witnessed on Friday when hundred of students were forced to abandon their papers halfway as an unruly mob barged into exam centres at Karachi University (KU) and tore up admit cards, questions papers and answer scripts, creating a serious security situation on the campus.

Exam schedules at the departments of mathematics, geography, geology and library information sciences were badly affected by the mob. They tore up the admit cards, question papers and answer scripts of most of the candidates appearing at these examination centres. Some BA (Part-I) candidates also accused the miscreants of beating students and snatching their valuables. According to reports, the mob smashed windows and other property of the Department of Physiology.

The candidates had just started solving the Economics Analysis and Policy paper when the disturbance occurred at four departments. Several students of BA Part-II were also taking their supplementary exams.

More mayhem ensued as groups of students staged a protest in front of the Administration Block and the Silver Jubilee Gate of the university. Later on, certain factions of the People’s Students Federation used force to disperse the students from outside the Administration Block, while the protesters that had gathered at the Silver Jubilee Gate created a traffic mess on University Road for a brief period.

According to eyewitnesses, Rangers and other security staff of the KU remained silent spectators as there was no check on the protesters and the mob on the campus. The examination process at four examination centres of various teaching departments could not be completed due to the violence.

The university had taken a solid stance over illegal admissions and elements that were not entertained chose to disturb the peaceful examination process on campus, Vice Chancellor KU Professor Pirzada Qasim Raza Siddiqi told The News.

He vowed that papers scheduled for the second shift would be conducted in a peaceful environment and campus security would not allow miscreants to disrupt the process. Subsequently, the papers scheduled were completed without any incident.

The university administration also gave the affected students the option to reappear with the candidates of BA (External) on February 1, 2012. Otherwise, the KU would award average marks to the students in this particular subject.

The average marks would be awarded according to their performance in other papers. Siddiqi said that the decision had been taken in the interest of the affected students. Meanwhile, the university decided to deny entry to irrelevant people on Saturday (today), and students would be allowed to enter only from the Silver Jubilee and Maskan gates to attend orientation classes.

The Academic Session-2012 will start on January 16.

RBISE announces SSC supplementary exam results

Rawalpindi Board of Intermediate and Secondary Education (RBISE) on Saturday announced the supplementary results of Secondary School Certificate (SSC) examinations. Only 29 per cent candidates remained successful.

According to the details total 14,922 candidates including 9,427 males and 5,495 females appeared in the supplementary examination of SSC in which 2,773 male and 1,599 females passed the examination. Total 49 regular candidates including 3 boys and 46 girls appeared in supplementary exam in which only one girl passed the exam whereas all boys failed. As many as 14,873 candidates including 9,424 male and 5,449 females appeared as private candidates in which 2,773 boys and 1,598 girls remained successful.

The results could also be seen on the website of RBISE www.biserwp.edu.pk. The board has also extended the date for submission of admission forums. Now all the private and regular students Secondary School Certificate Part-I and II could submit their admission forms till January 6, with single fee, till January 16 with double fee and January 25 with triple fee.

Karachi, July 08: The University of Karachi (KU) on Wednesday announced the results of BCom Part-I (regular) annual examinations 2009. According to statistics, a total of 16,798 candidates were registered out of whom 16,356 appeared in the exams and 4,116 were declared successful with a pass percentage of 25. The examination department of the KU said that the results of 212 candidates had been withheld for want of registration. A total of 89 cases of unfair means were also reported during the exams, said a press release issued by the KU.

A YESHA Javaid is a teacher of social sciences at Bahria College. Having done her Masters in Political Science, she is currently busy doing her MS in the same subject while she teaches at the college. Ayesha considers teaching at the school level a good starting point for fresh masters or graduate students looking to step into the teaching profession.

“Being young yourself, you can easily understand students’ problems,” she says. Ayesha opted for the teaching profession with much zeal and enthusiasm about helping bring up the future generation.

About the subject she teaches, Ayesha says that there was a constant demand for the removal of social studies from primary school courses in the past but it is a very important subject as the entire world emphasizes on social studies, it being a complete source of history, where you get to know your country’s past; geography, which helps you understand your environment; and civics through which you get to understand your rights and duties, etc.

Not that much in favour of traditional teaching methods where children are made to sit quietly in the classroom, the young teacher tries creating a perfect vision for acquiring knowledge. “Yes, students should be given a chance to visit historical sites as well as museums as it is always more helpful, not to mention fascinating, to see things rather than study them in books.” Ayesha also wants an increase in the teaching schedule. “We hardly get 60 teaching days per term in which we are to cover eight to 15 chapters, a tough task for teachers to cope with. Besides, it also has an effect on the students, who start cramming their lessons instead of trying to understand them,” she says.

Coming back to her own subject, Ayesha points towards it being rather dry in content. “Although we can’t change the topics, we can try to make them more interesting through practical work, presentations, competitions, project works and through skits as it is easy to understand the subject this way,” she says while adding, “Students have sensitive minds. Instead of imposing strictness, we should make an effort to understand their psychology and help them register the knowledge with tenderness.” About the procedure of examination, Ayesha compares the three-hour paper with the Multiple Choice Question (MCQ) paper.

“There is a big difference between the three-hour question paper and the multiple choice paper, which can be respectively categorized as the expressing and showing of knowledge.

The three-hour paper gives a chance to the students to express their knowledge and understanding by also providing their views and ideas regarding a subject while the multiple choice is just a show of knowledge.

“MCQs are fine for entry tests or as a 10-minute objective paper where one can also get away with a fluke but to judge one’s knowledge it is better to have a three-hour paper as that can become a mirror to the student’s mind,” she explains.

Speaking about what follows examinations, Ayesha says that scoring in exams is considered enough achievement for school children but this can be further diversified by starting competitions at the government level, which while encouraging the students would also bring a sense of achievement in them along with the added confidence (Dawn)

‘Poor value’ exams face cutbacks

Ministers want to encourage courses that prepare people for work Funding for qualifications which offer little or no advantage in the jobs market could be cut under plans from the Welsh Government.

A review of qualifications for 14-19-year-olds was launched by the deputy skills minister Jeff Cuthbert.

It will look at GCSEs, A-levels and the Welsh Bac, particularly how the exams are graded. But the main focus is expected to be on vocational qualifications.

An interim report is due in May.

The Welsh Government funds more than 10,000 different types of qualifications.

Mr Cuthbert said he wanted to identify the best value and most relevant qualifications.

He said: “We often hear it said that some qualifications are more useful to learners than others.

Iestyn Davies, of the Federation for Small Business in Wales (FSB), said employers had reported an ongoing problem with young recruits lacking basic numeracy and literacy skills, regardless of whether they had followed an academic or vocational route to work.

He said: “It’s a question that does crop up with members employing school leavers and FE (further education) leavers.

“The general feeling is that often it’s a question of skills and knowledge, and they can be two different things.

“There’s a need for what we could term the softer skills of being able to cope in a work environment, and that’s something that’s not addressed.

“It’s hard to teach someone what it’s like to get up in the morning and get to work.”

AMs are due to debate the review on 18 October.

Karachi:The controller of examinations, University of Karachi (KU), on Wednesday declared the result of BA (Part-I) External Annual Examination-2010. According to the statistics of the result, 6,740 candidates appeared in the exams while 7,246 students were registered for the examinations. Karachi:The controller of examinations, University of Karachi (KU), said on Thursday the examination form and fee of the BDS Final Professional Supplementary Examinations-2011 would be accepted from August 4 to August 10. Karachi:In an attempt to curb cheating during examinations, the Board of Intermediate Education Karachi (BIEK) has decided to design papers in a manner that would make unfair practices very difficult, by printing five distinct short question papers which will be numbered differently.

Chairman BIEK Anwar Ahmed Zai said that the board was expecting this tactic to discourage cheating during the next Higher Secondary School Certificate (HSSC) annual examination 2012.

This is not the first time BIEK has made changes to their question papers. In the recent past the format for multiple choice questions (MCQs) also experienced a similar change so as to discourage candidates from using dishonest tactics to score higher marks in their papers, he said. He added that all examination boards of the province currently printed different MCQ papers to distribute among students.

“The board will now print five sets of the short question paper which will be numbered differently.

It would create difficulties for the students to share answers with each others,” adding that there was a chance that other examination boards would also adopt this new format for short questions.

Examination boards including BIEK and the Board of Secondary Education Karachi (BSEK) were also planning to create ‘question bank’ to end the ‘past paper’ practice system. “This bank would give students different questions each year,” said Chairman BSEK Anzar Hussain Zaidi.The news.

Karachi violence: Tension grips city after Mirza’s statements
KARACHI: The city shut down early Thursday morning, shortly after new channels aired former Sindh Home Minister Zulfiqar Mirza’s statements against MQM.
According to sources, the death toll has risen to five, including two near Sher Shah, one each in Baldia and Malir and earlier a woman in Hussainabad, while over a dozen people have been reported injured.
The Landhi police station was reportedly attacked by a hand grenade. No loss of life was reported.
Meanwhile incidents of arson and firing continued across the city with a mini bus, two lorries and 12 cars were torched in different parts of the city.
According to reports, in Hyderabad a person was shot down and five were injured.
Federal Interior Minister Rehman Malik has taken notice of the violence in Karachi and Hyderabad and ordered DG Ranger’s and IG Sindh to control the deteriorating situation in both cities, after which Rangers and police were directed to take stern action against miscreants.
Meanwhile nearly one dozen suspects including five in Liaquatbad were detained.
Emergency has been declared in city hospitals.
Earlier armed men on motorcycles and in cars opened indiscriminate firing across the city forcing the city to shut down.
One woman had reportedly been killed in a firing incident near Hasan Square while nearly half a dozen others were injured in different parts of the city.
The most affected areas included Malir, Shah Faisal, Gulistan-e-Jauhar, Liaquatabad, New Karachi, Gulshan, Hasan Square, Federal ‘B’ Area, Sohrab Goth, Saddar, Kharadar, Lines Area, Ranchore Line and others.
Petrol and CNG pumps, shops and all commercial activities had come to a standstill.
Residents staged protests in different parts of the city, chanting slogans against Mirza and burning his effigy. Law enforcement agencies had yet to take any action despite being on high alert.

KARACHI: ?Sindh Senior minister Dr. Zulfiqar Mirza has said that Afaq Ahmed is the real leader of the Urdu speaking people and he is the second biggest political prisoner after Asif Ali Zardari.
He was addressing the media at a dinner arranged by Awami National Party’s Sindh chief Shahi Syed’s residence, Mardan house here on Wednesday.
Mirza said that “if someone says that Afaq Ahmed is a criminal and a murderer, then I will say Altaf Hussain is a 100-times bigger criminal than Afaq.”
He said that he had met with Mohajir Qaumi Movement-Haqeeqi Chief Afaq Ahmed twice and that Ahmed was the real leader of the Urdu-speaking community. “The first time I met with Ahmed was when Dr Ishratul Ibad was still the governor and he pressured me not to reveal my meeting with Ahmed. I told Dr Ibad that I had to meet Ahmed since I am their minister”.
Mirza said that Ahmed was facing jail time without being convicted of a crime.
He said that he will continue his fight against criminals, murderers, and extortionist as long as he was alive.
Talking about calls for the division of Sindh, Mirza said that no one had the courage to divide Sindh. He said “I appeal to the people of Karachi and Hyderabad to get rid of these people (who are asking for Karachi to be made a separate province)”.
The former Home Minister of Sindh said that many statements using his name were circulating in the press and today he would clarify truth from fiction.
Sindh Chief Minister Syed Qaim Ali Shah and the acting Governor of the province, Nisar Koro also spoke at the occasion. Both of them congratulated the people of Sindh and members of the provincial assembly for passing a bill to bring back the commissionarete system in the province.
Qaim ali Shah said that the bill had been passed following proper democratic procedure in the assembly and reflected the wishes of the people of Sindh.
He said “the commissionerate system had been implemented in all the provinces of the country however, the people of Sindh had been waiting for the system to be implemented in Sindh for the past two years. We were not bringing the system as our partners had been objecting to it hence the delay.”
Talking about the local bodies election Shah said that local bodies election are a democratic process and the PPP believed in it, however they will be held in accordance with situation in the province.
Shah also said that local bodies elections will no longer be conducted according the 2001 local government ordinance because there were coalition partners who did not like the local bodies to be held under that law. “We have revived the 1979 system as new law for the local bodies election and this new law could also be amended,” Shah added.
Zardari takes notice of Mirza’s statements
The Presidency issued a statement distancing itself from Zulfiqar Mirza’s outburst following a dinner meeting with the ANP.
According to reports, the Presidency said that Mirza’s statements did not reflect party policy.
President Zardari has also taken a strict notice of Zulfiqar Mirza’s statements and speaking to Dr Ishratul Ibad over the phone, Zardari said that he respects Altaf Hussain and has ordered an answer from CM Sindh within 24 hours.
Dr Ishrat said that Mirza was inciting hatred among the people of Sindh and termed the former Sindh Home Minister’s statements “hate-speech”.
On the other hand PPP leader Qamar Zaman Kaira has said that Zulfiqar mirza had given a statement in his individual capacity and it does not represent PPP’s stance. Qamar Zaman also said that they respected MQM’s mandate and had respect for MQM chief Altaf Hussain.
