HEC shows concern over proposed cut on budget Islamabad, Sep 02: Higher Education Commission (HEC) expressed its serious concerns over the proposed financial cut on development and non-development budget to cover the floods damages across the country and demanded to exempt education sector particularly higher education from this financial constraint.
Talking to media persons at HEC Secretariat on Tuesday, HEC Chairman Dr Javaid R Laghari said the Planning Commission had been showing non-serious attitude, which might negatively impact the future of thousands of students getting higher education across the world.
He said both Ministry of Finance and World Bank were agreed upon the funding of Rs 28 billion to promote talent and intellectualism in the country, but planning commission applied a cut of Rs 5 billion and only approved Rs 25 billion for HEC during ongoing fiscal year 2010-11.
Laghari said the federal government had announced 50 percent ad hoc increase in salaries, 15 percent increase in medical allowances and 15 to 20 percent increase in pension. Total impact of all these benefits amounts to Rs 7 billion, however the Finance Division had not been providing this amount to HEC, he maintained.

Higher Education Commission develops teachers training curriculum

HEC develops teachers training curriculum Islamabad: The Higher Education Commission (HEC), after three years’ of consultative process involving three dozen top educationists of the country, has finally developed special curriculum for teachers’ training.
According to a press statement, the HEC has for the first time come up with a curriculum for associate degree (intermediate + 2 year associate degree) in education.
The associate degree will replace the existing Primary Teaching Certificate (PTC) and Certificate in Teaching (CT).
It said the curriculum has been developed in response to the National Education Policy 2009, which states that by 2018 all teachers will require a bachelor’s degree. The committee has also revised curriculum for BEd (Hons) for elementary and secondary education. This BEd (Hons) degree corresponds to international standards in teacher education.
On the basis of BEd (Hons) and ADE draft curriculum developed by National Curriculum Revision Committee of the HEC, Pre-Service Teacher Education Programme organised workshops for developing detailed course outlines, time allocated for each topic, instructional strategies for different topics, assessment methods for associate degree programme to be launched in government colleges of education affiliated with 15 universities in first phase.
Black Day observed in universities

Islamabad: The Academic Staff Association (ASA) of Quaid-i-Azam University (QAU) on Wednesday observed strike to protest cuts in the higher education budget.
The strike was part of a black day announced by the Federation of All Pakistan Universities Academic Staff Association (FAPUASA). Faculty members wore black armbands and held corner meetings in which they expressed their dismay at the apathy of the authorities concerned who, they said, always gave step-motherly treatment to education.
The academicians regretted that with the recent cut many ongoing projects in various universities of Pakistan would be closed.
They demanded of the federal government to increase the overall budget for education up to five per cent and allocate at least 60 per cent of the total proposed budget for higher education.
The ASA members expressed full confidence in FAPUASA and vowed to fully support it in its efforts to improve education standards and ameliorate faculty members’ lot.
They pointed out that in Pakistan the overall allocation for education was not even half of the five per cent of the GDP which was minimum spending set by Unesco for a country.
