HEC shows concern over proposed cut on budget
Islamabad, Sep 02: Higher Education Commission (HEC) expressed its serious concerns over the proposed financial cut on development and non-development budget to cover the floods damages across the country and demanded to exempt education sector particularly higher education from this financial constraint.

Talking to media persons at HEC Secretariat on Tuesday, HEC Chairman Dr Javaid R Laghari said the Planning Commission had been showing non-serious attitude, which might negatively impact the future of thousands of students getting higher education across the world.

He said both Ministry of Finance and World Bank were agreed upon the funding of Rs 28 billion to promote talent and intellectualism in the country, but planning commission applied a cut of Rs 5 billion and only approved Rs 25 billion for HEC during ongoing fiscal year 2010-11.

Laghari said the federal government had announced 50 percent ad hoc increase in salaries, 15 percent increase in medical allowances and 15 to 20 percent increase in pension. Total impact of all these benefits amounts to Rs 7 billion, however the Finance Division had not been providing this amount to HEC, he maintained.

The chairman said overall enrollment of students in different universities and degree-awarding institutes across the country had increased to 82 percent during last five years, while HEC had set the target to provide tertiary education up to 27.7 million boys and girls between 17 to 23 years of age up to year 2020.

He said the government had paid special attention to girls’ education as the literacy rate in females had jumped to 46.4 percent of total population with an increase of 4.9 percent during last 10 years.

“On the other hand, the literacy rate of boys’ education has been recorded at 53.6 percent with shocking decrease of 9.44 percent as compared to financial year 2000-01,” the chairman added.

He said HEC had committed to provide assistance to 2,800 foreign PhD students out of which 350 scholars across the country had completed this programme. Similarly, 385 scholars had got Ph D degrees out of total 3,800 local PhD programmes announced by HEC.

Laghari was on the view that there should be at least 35 to 37 percent increase in HEC budget every year to meet the education policy goals by 2015 while seven percent of total budget for education sector should be proposed up to Rs 1.464 trillion while the total Gross Domestic Product (GDP) in the country might be estimated $220 billion till year 2015.

The chairman said government allocated Rs 15.762 billion for the HEC in the federal budget for 2010-11 under the Public Sector Development Programme (PSDP), which was 29.94 percent less than the previous year because of some financial constraints.

According to a press statement issued here Wednesday, Punjab Governor Sardar Latif Khosa made the appointments under section 14(1), 15 and 16 read with section 9 (7) the Lahore College for Women University, Ordinance 2002.

The appointees are: Ms Tanzeela Qamar, Registrar, Dr Tahira Aziz Mughal, Controller Examination and Abdul Ghaffar Ali, Treasurer. The Higher Education Department secretary notified the above said posts.

These top three posts had been vacant since last one year and different people had been working against these posts as additional in charge. A search committee interviewed candidates for these posts in September last year.

LCWU PhD: Sadia Arshad, lecturer at Lahore College for Women University (LCWU), has been recommended for the award of a PhD from the university in the subject of Fine Arts. According to a press statement on Wednesday, the thesis Sadia Arshad was “Themes and sources of current generation of Pakistani artists (1997-2007).”

It is learnt that former GCU registrar Sahibzada Faisal Khurshid had given his joining to GCU Vice-Chancellor Prof Dr Khaleequr Rehman and later submitted his reminder.

When asked, the VC said he had referred Mr Khurshid’s joining as well as reminder to the higher education department for advice, stating he did not have Mr Khurshid’s appointment letter.

The department had rejected the recommendations of a search committee which had interviewed applicants and selected a panel of three candidates for appointment as GCU registrar. The committee’s recommendations were also approved by the GCU Syndicate at its 33rd meeting and forwarded to the higher education secretary on Jan 11 last year for approval of the governor.

However, the education department had rejected the recommendations and written a letter to the GCU VC. The letter said: “I am directed to inform that the case regarding appointment of registrar GCU is hereby rejected in the higher education department. It was decided that on arrival of the regular vice-chancellor, the case will be taken up.”

The search committee comprising former GCU vice-chancellor Prof Dr Khalid Aftab, GCU professor emeritus Dr Khalid Hameed Sheikh and former University of Veterinary and Animal Sciences vice-chancellor Prof Dr Muhammad Nawaz had recommended a panel of three candidates for appointment as registrar on a regular basis.

The three candidates in order of merit were: former GCU registrar Sahibzada Faisal Khurshid, Muhammad Gul Aziz Awan and Muhammad Ishtiaq.

Later, Mr Khurshid submitted a petition to the governor/chancellor, contending that the higher education department had rejected the search committee’s recommendations, which were approved by the university Syndicate, without lawful authority.

He alleged that the letter was based upon ‘extraneous’ consideration and issued in violation of law laid down by the Supreme Court and it should therefore be declared void ab initio.

He had stated that the HED’s letter only stated that the search committee recommendations had been rejected but no reason was given.

The governor/chancellor later afforded an opportunity of personal hearing to Mr Khurshid as well as heard HED’s Additional Secretary Zarak Mirza and representatives of GCU – physics department chairman Dr Hassan A. Shah and deputy registrar Saboor Ahmad Khan.

After listening to all parties concerned, the governor in his Dec 10 order stated that he heard the parties and was fully satisfied that the HED could not rule out the recommendations of the search committee constituted by the Syndicate. He said the GCU Ordinance 2002 provisions clearly stated that the authority to consider the appointment of the GCU registrar was the governor and the HED had no authority whatsoever to reject the recommendations of the committee.

Rather, the governor said, the HED should have submitted the case for consideration of appointment of registrar to the chancellor as required under Section 14(1) of the GCU Ordinance. Even if the HED had any observation on search committee’s recommendation, he said, it should have submitted the case to the competent authority (chancellor) with observations instead of rejecting the same on its own.

“Therefore, the HED actions, whereby the Syndicate recommendations were rejected, was ultra vires, void ab initio, non est and illegal.”

Meanwhile, the GCU had re-advertised the registrar’s post on Dec 14 last. It is learnt that the higher education department was now planning to write to the Punjab governor for review of his Dec 10 order. Dawn

Under the new plan, the TEVTA institutes offering Diploma in Commerce (DCom) would stay with the TEVTA while its colleges offering BCom and MCom degrees would be shifted to Higher Education Department.

It is pertinent to mention that, in June 2010, Punjab Chief Minister Muhammad Shahbaz Sharif had given go-ahead for shifting the component of commerce education from TEVTA to the Higher Education Department. The necessary legislation in this regard was also approved by the Punjab Assembly.

The move of shifting commerce stream aims at empowering TEVTA to fully focus technical education and vocational training.

It is also important to mention here that there are 118 institutes and colleges running under administrative control of TEVTA across the province offering commerce education from two-year Diploma in Commerce (DCom) to BCom, while some colleges have also started offering MCom programmes.

After approval of the CM, the TEVTA had formally moved a summary seeking handing over of its 118 commerce institutes and colleges along with around 3000 teaching and non teaching staff to the Punjab Higher Education Department.

Sources privy to the developments said the authorities had now realized that commerce stream as a whole could not be shifted to the Higher Education Department since the DCom programme was basically in line with TEVTA’s mandate unlike BCom and MCom programmes.

It is also important to mention here that Punjab Board of Technical Education (PBTE), which is under administrative control of TEVTA, conducts the DCom examinations unlike BCom and MCom exams which are conducted by universities, primarily Punjab University, with which the TEVTA’s commerce colleges are affiliated.

They said the issue of transfer of commerce stream to Higher Education Department got stuck in limbo owing to indifferent attitude of the former Secretary Higher Education Haseeb Athar. Otherwise, they added, the shifting process might have been completed by now.

They said now the department would have to face a number of challenges under the new plan, especially in connection with handing over of the teaching and non teaching staff of TEVTA.

Bifurcating the teachers/ instructors teaching DCom, BCom and MCom programmes was indeed a very difficult job, they said.

They said the contract employees of TEVTA involved in commerce education, like others, had also been demanding regularization of their jobs, adding the same had to be addressed by the department in order to avoid any confrontation with its new future staff.

Higher Education secretary Dr Ijaz Munir, while confirming the new plan, said a committee had been formed to finalize the modalities. He said there were around 59 TEVTA institutes offering DCom programme. The same would stay with TEVTA unlike its commerce colleges offering BCom and MCom programmes. To a question, he said, the whole process of shifting would have to complete by June.

Justice Sheikh Ahmad Farooq also issued a notice and sought reply from the Punjab Higher Education secretary, asking him to explain as to why Dr Kamran had been appointed as acting vice chancellor. The court issued this order while hearing a civil miscellaneous application filed by Dr Mughees-ud-Din, a candidate for the slot of the VC, in his main petition, seeking restraining order against possible extension to Dr Mujahid as a VC after his retirement on January 2.

The petitioner submitted Dr Mujahid was appointed as vice chancellor for a period of four years under section 14 of the PU Act, and according to law, the VC could neither be granted extension nor could be permitted to serve as acting VC.

He said extension to a retired VC by the government was unlawful after a judgment by Supreme Court which declared that extension after the retirement from service was illegal and unlawful.

The petitioner’s counsel contended that Mujahid Kamran wanted to continue as a substitute arrangement so that his wife or cousin could be facilitated. He requested the court to set aside the notification of his appointment as acting VC, declaring it unlawful and illegal step by the government. Justice Farooq had already issued a notice to the higher education secretary on main petition of Dr Mughees-ud-Din. the news

A SPOKESMAN for Higher Education Department Punjab has strongly contradicted the rumours that a security fee of Rs 15,000 will have to be deposited by the students for computers to be distributed under the Chief Minister’s laptop scheme.

The spokesman said the laptop computers would be distributed free of cost among the deserving and talented students and no security fee had been fixed by the Punjab government for this purpose. These computers will be non-returnable and will not be given for a certain period but will be the personal property of the students, he concluded.

According to the worldwide scientific journal ranking (SJR); Pakistan published 6,987 research documents in 2010. However, the same year United States was on top with 502,804 papers followed by China with 320,800 and United Kingdom with 139,683 research documents. On the other hand, India ranked ninth worldwide.

Among the Islamic countries, Pakistan trailed behind Turkey and Iran which published 30,594 and 27,510 research documents, respectively.

An official of the HEC requesting not to be named told this reporter that in 2007 Pakistan ranked 45th with 3,750 publications, in 2003 it was ranked 50th with 1,539 research papers and in 2000 54th with 1,174 papers. In 1996, the country was on 52nd position with 893 research papers.

The number of publications is directly proportional to the production of PhDs in the country.

“Pakistan gets over $10 billion every year through foreign remittances. On the other hand, due to financial crunch demand for foreign labour has been decreasing worldwide. Even in Saudi Arabia it has been decided to push out foreign labour force and adjust the locals in their places, because it is becoming difficult even for the oil-producing countries to address the problem of unemployment.”

The official claimed that in the West, population was decreasing and the new generation was more interested in the subjects of art and humanities rather than science, mathematics and research work.

Due to this, the official added, the demand for specialised persons would increase in the West and Pakistan can meet the requirement of these nations by producing specialised persons and earn huge foreign exchange.

Sources said most of the successive governments in Pakistan did not take future planning seriously and always tried to solve problems by makeshift arrangements. The government should focus on specialisation in different subjects because only specialised persons can earn foreign exchange to steer out the country from the financial problems.

Executive Director HEC Prof Dr S. Sohail H. Naqvi told Dawn that they had been trying to generate as many specialised persons as possible and for that reason were encouraging and facilitating universities. He said for increasing the number of PhDs, the commission required funds. “Hopefully, Pakistan will further improve its ranking regarding publication of

PCEPT is a month long in-service teacher training programme held at universities, and comprises seven modules spread over 72 sessions. A team of qualified resource persons were invited to train 23 faculty members representing various disciplines of UET Taxila and surrounding universities.

The `stunt` attracted immediate attention of the faculty members as well as students who gathered at the spot and kept asking him to come down. The unusual action also attracted the attention of the chief minister who directed the higher education department to intervene and resolve the matter. The department seems in slumber as no reaction or even statement has come from the department top bosses though the protest entered the third day.Later, a joint meeting of the LCWU vice chancellor, deans, higher education department additional secretary (academic) and employees was held that resolved that employees` all genuine demands should be met forthwith and actions should be initiated to meet demands that required paper-work.

The employees later ended their protest and assured that they would perform their duties diligently and live like a family on campus.

The day at LCWU began when bus driver Muhammad Ijaz climbed on varsity`s campus radio tower and kept on wailing that he would jump and commit suicide. As he was carrying his cell phone, he continued communicating with his fellow employees.

Later, vice-chancellor Dr Sabiha Mansoor sent him a text message and also talked to him on cell phone that employees` demands would be met. On VC`s assurance, Ijaz came down safely.

Talking to Dawn, Ijaz said he risked his life because the varsity administration had threatened him with termination of his services when he had gone in his office to mark his attendance.

Later, chairing a joint meeting of varsity deans, additional secretary and non-gazetted employees, vice-chancellor Dr Mansoor assured the employees that all their genuine problems would be resolved on a priority.

She announced withdrawal of all show-cause notices issued to employees during the protest demonstrations. She, however, said the varsity administration would take strict action against the employees if they violated discipline.

Dr Mansoor said the university Syndicate had already approved the setting up of the LCWU Staff Welfare Fund. In order to activate this fund, the VC constituted a nine-member committee comprising four members each from faculty and non-gazetted employees. The committee will be headed by a senior faculty member and student affairs in-charge Sherien Asad.

The employees` representatives agreed with the vice chancellor that they would not form any political group or organisation and try to pressurise the university administration. The VC said that employees` all issues would be taken up and resolved by this committee.

Higher Education Department Additional Secretary (Academic) Zarak Mirza assured department`s full support in resolving employees` problems.

Talking to Dawn, LCWU APCA Unit additional general secretary Manzar Islam said the vice chancellor had agreed to issue notifications on certain issues which were being kept pending due to their formal notifications.

He claimed that the VC agreed to call finance committee meeting to finalise budget and process the matters pertaining to house requisition, university allowance and other financial matters pertaining to non-gazetted employees.

He said the vice chancellor stressed that all university employees should learn to live like a family while forgetting all differences. He said the employees assured the VC that they would fully support her in performing duties with complete commitment and honesty.Dawn

EMPLOYEES of Lahore College for Women University (LCWU) have ended their strike after a successful meeting with the varsity Vice Chancellor and officials of the Higher Education Department Punjab.

LCWU spokesman said the Vice Chancellor had announced that no political body would be allowed and demands would be entertained on merit at a forum headed by a senior faculty member Sherien Asad while employees would also nominate their four representatives for this forum.

It is learnt an employee prior to the Wednesday’s meeting also allegedly tried to commit suicide as a protest. However on an appeal of fellow employees the situation was averted. However, a press statement issued by LCWU employees stated that it had been decided that no inquiry would be held against any employee. It added a meeting of the All Pakistan Clerk Association (APCA), LCWU unit, was held in this connection on Wednesday which was attended by Additional Secretary Higher Education Zarak Mirza, LCWU VC Dr Sabiha Mansoor and Additional General Secretary of APCA Manzar Islam. It was also decided to chalk out a plan of action to address all recommendations of the APCA on priority basis. The statement said the VC vowed to make a family-like atmosphere in the varsity after settling all issues with the employees.

Higher Education Commission (HEC) will constitute a task force for advocacy drive of Pink Ribbon campaign in which Fatima Jinnah Women University (FJWU), Vice Chancellor, Dr. Samina Amin Qadir has been nominated as focal person.

The constitution of task force is a part of Memorandum of Understanding for Breast Cancer Awareness Campaign in the higher education institutions of the country that has been signed on Tuesday between HEC and Pink Ribbon.

The MoU is a follow-up of a meeting held in August this year between HEC Chairperson Dr. Javaid Laghari and Pink Ribbon Pakistan Chairperson Fariba Shiraz Thomson.

It was also decided that two focal persons will be nominated from higher education institutions of each province, who will work and coordinate with all the vice chancellors and Steering Committee of the Pink Ribbon Awareness Campaign.

Speaking on the occasion, Dr. Laghari underlined the seriousness of the disease. He said that over 1.5 million higher education students across the country can play an important role in spreading awareness about the disease. “According to a recent report, 50 per cent of our population lives below poverty line and, in this scenario, the gravity of the situation needs more focused and passionate effort to reach at the grassroots level,” he added.

HEC Executive Director (ED) Dr. Sohail Naqvi said breast cancer is a big social issue, which needs immediate measures. “We will use all our considerable resources for success of this campaign. Extra efforts will be made for conducting meaningful research in this area. We must understand that this is a problem, which is very closer to our own homes and it needs a concerted and consistent approach to be dealt with,” he said.

Fariba Shiraz Thomson, on the occasion, thanked the HEC for acknowledging significance of the issue and join hand with the Pink Ribbon for spreading awareness throughout universities of the country.

Dr. Samina Amin said that HEC has become a strategic partner of the Pink Ribbon Pakistan, for extending research and development, academic and technical support for the breast cancer awareness through provision of its outreach, human resource and facilities. “HEC and Pink Ribbon will jointly initiate research projects on different aspects of Breast Cancer in Pakistan, besides holding Continuing Professional Education seminars and workshops to highlight different aspects of breast cancer. HEC will disseminate awareness through all available communication channels,” she said.

In this regard, the first awareness seminar was organized by Fatima Jinnah Women University on October 13, 2011 for students of the University, which catered to over 200 students. Another seminar was organised on October 28, 2011 for the female staff members of HEC, spouses of male members and focal persons of 16 higher education institutions of the twin cities.

Forthcoming plans also include a road show to be organized all over Pakistan for awareness of masses on breast cancer causes and precautions. HEC and Pink Ribbon will form a working group for need assessment and formulation of action plan for next five years. the news

“Government incentives are required to encourage industries to invest in research. There should be tax rebate on research projects as it would encourage the entrepreneurs to experiment new ideas instead of copying the old ones,” he said.

Laghari highlighted the role of different government departments that are stakeholders in promoting research. “Federal Board of Revenue (FBR), Ministry of Commerce (MOC), Ministry of Science and Technology and Planning Commission, all should be taken onboard while formulating the national innovation policy as they all can play an important role in facilitating research process and encouraging entrepreneurship,” he said.

He said that it was the right time to make people realize about the fact that it was better to create employment instead of seeking employment. “It is better to be a CEO of a company instead of working under a CEO. If five out of 100 graduates become successful entrepreneurs then we are successful,” he said.

He said that HEC was taking a lead in encouraging students to become entrepreneurs and for that purpose they are trying to bridge the gape between academia and industry. “We are planning to launch a scheme under which HEC would 80 per cent financially support a research project while the rest of 20 per cent has to be financed by the industry,” he added.

Laghari believed that the ideas that students have are great but unfortunately these can’t cross the university campuses. “These ideas require polishing. They require finances to become a product. We have to pull industries towards universities to give students a chance,” he said.

He appreciated Tie-The Indus Entrepreneurs (Islamabad Chapter) that is holding All-Asia Business Plan Competition (AABPC), an international programme designed in conjunction with the Rice University Business Plan Competition to give an opportunity to Entrepreneurs, Professionals, Faculty members and Students to compete together as a team. “It is not 1.5 million dollars that matters but the exposure. The students who would exhibit their ideas would attract industrialists towards them. That would open new ways to them,” he said.

He said that HEC considers it as responsibility to ensure that the culture of research and entrepreneurship develops. “We have been holding conferences where we invite both the researchers and the industries in order to bridge the gape between them while the regional conferences are also planned in near future,” he said.

He mentioned about University-Industry Technology Support Programme (UITSP) of HEC which, according to him, is an important step towards fostering high level of tangible cooperation between academia and industry for capitalising on emerging international demands for products and processes in discrete and continuous manufacturing that shall contribute to national economy. “This programme is focused on industrial sectors where the country is already a major contributor to world trade. It focuses on harnessing the potential of highly competitive sectors for international trade which need developments both for local and international consumption,” he said.

He also mentioned about the ten offices of Research, Innovation and communication that has been established in different universities while the 20 more offices would be established by June 2012. He, however, believe that one should not expect unrealistic outcomes from the HEC’s ongoing efforts to promote entrepreneurship. “It’s about changing mindset which could not be done overnight but the process has begun,” he added.

ABSTRACT

Background: Left ventricular relaxation abnormalities are one of the earliest

manifestations of cardiac dysfunction and usually precede systolic dysfunction in many

cardiac diseases. Equilibrium Radionuclide Angiography (ERNA) is an established gold

standard for the assessment of left ventricular diastolic function in nuclear cardiology. The

aim of this study was to determine the feasibility of assessing the left ventricular diastolic

function parameters by edge detection method with ECG-gated single photon emission

tomography (SPECT) data and comparison of these parameters with the ERNA.

Material and Methods: Twenty-four patients undergone gated SPECT and ERNA at 32

frames per cardiac cycle on two consecutive days. All patients were having EF > 45% and

normal sinus rhythm on ECG. 925MBq 99mTc Sestamibi was injected for gated myocardial

SPECT rest study at 32 frame rate after 30-60 minutes of injection. The LV volumes for

each frame calculated from QGS software and 5 and 8 harmonics of Fourier series were

retained for the analysis of LV volume curve. From this fitted curve and its fitted curve we

derived the diastolic function parameters i.e. peak filling rate (PFR) and time to peak filling

rate (TPFR). All patients underwent ERNA at same frame rate after labeling of RBCs with

925 MBq of Pertechnitate (TcO4).

Results: Good correlation noted for PFR and TPFR at both 8 (r =0.85, p

fitting by both the ERNA and Gated myocardial SPECT. Paired Student t test showed that

two techniques are not significantly different. Bland Altman plots did not reveal any

significant degree of direction bias at same harmonics for both parameters.

Conclusion: Left ventricular diastolic functional parameters obtained from 32-frame

myocardial gated SPECT correlate closely with those determined with the ERNA at same

frame rate and same conditions. Five harmonic Fourier fitting of time activity curve is

optimal for calculation of diastolic function parameters.
