Prof Dr Nasser Ali Khan, HEC Acting Executive Director and Dr Nils Tomes, Director Education, Wider South Asia British Council, British High Commission, Islamabad-Pakistan signed the agreement on the behalf of their respective organisations, says a press release issued here.<br />
Through this agreement, both the organisations have agreed to undertake and strengthen the existing cooperation in the field of higher education and research covering the major areas including knowledge exchange programme, leadership programme, policy dialogue and transforming English language skills.<br />
The agreement further stated that an Institute of Leadership called National Institute of Leadership in Education (NILE) will also be established in Pakistan.<br />
This unique and comprehensive institute will conduct graduate programs, professional development courses/workshops and will also strengthen inter-institutional research.<br />
According to the agreement, British Council will provide technical support from UK leadership sector in this programme and the HEC will support in the establishment of the institute, which would be looked after by a consortium of three universities from Islamabad, Peshawar and Karachi.<br />
It was agreed that through initiation of global policy dialogues, the British Council and HEC will connect people together to debate the challenges and opportunities being faced in international higher education.<br />
These national policy dialogues will be organised in the Pakistan focusing issues around research performance, assessment framework and exploring further opportunities for mutual cooperation between the two countries.<br />
These dialogues will be attended by policy makers, university leaders and heads of research organizations in Pakistan and the UK.</p>

<p>A high-profile meeting of vice chancellors, deans and representatives of various universities, Punjab University (PU) Syndicate members and British Council officials was convened at the committee room of Undergraduate Study Centre on Wednesday.</p>
<p>The meeting discussed formation of the online mentoring programme and establishment of Institute of Leadership Education in universities across the country.</p>
<p>PU Vice Chancellor (VC) Prof Dr Mujahid Kamran, former GCU VC Prof Dr Khalid Aftab, UET VC Lt Gen (r) Muhammad Akram, British Council consultant from UK Hank William, PU Registrar Prof Dr Khan Raas Masood, Member Syndicate Prof Dr Shaukat Ali, PUCIT Principal Prof Dr Mansoor Sarwar, heads of various PU departments, UVAS and UET were present on the occasion.</p>
<p>The aim of Institute of Leadership Education would be to support excellence in higher education sector’s leadership as well as in the governance and management of institutions of higher education. The British Council will provide expertise and technical support in establishment of the institute, which would be a consortium of three universities in Islamabad, Lahore and Karachi.</p>
<p>Addressing the meeting, PU VC Prof Dr Mujahid Kamran said that universities should be run by teachers and there was a dire need of training senior faculty members working on administrative posts.</p>
<p>He said that PU had already set up a committee for launching of formal training programmes for teachers holding managerial positions, adding that programmes for non-teaching staff would also be introduced. He thanked the British Council for realising the importance of the programme and aiding in its establishment.</p>
<p>UET Vice Chancellor Lt Gen (r) Muhammad Akram said that PU had potential and the main centre of Institute of Leadership Education should be set up at PU.</p>
<p>British Council Consultant Hank William said they would mentor structure for the programme and provide formal training to teachers.</p>
<p>The participants hailed review of universities’ legislations after a period of five years. They identified the different types of leadership at universities and threw light on the importance of leadership qualities.</p>
<p>UVAS Registrar Dr Muhammad Afzal said universities faced problems especially in dealing with the Punjab government departments.</p>
<p>Another UVAS official said his university needed representation in committees for which they needed help from PU and Higher Education Commission (HEC), especially in connection with faculty development.</p>

			<content:encoded><![CDATA[<p>This year’s Universities Week, which launched on Monday, takes an in-depth look at the impact and contribution higher education institutions are making on the London 2012 Olympic and Paralympic Games. Olympic gold medallist and university graduate Lynn “The Leap” Davies explains why higher education is crucial to Wales’ success&#8230;</p>
<p>IT’S safe to say that winning the Tokyo 1964 long jump gold medal would have been a lot tougher without my three years at what is now Cardiff Metropolitan University.</p>
<p>And 400m hurdles world champion Dai Greene, a big Welsh hope for London 2012 gold, acknowledges that his own time at the former University of Wales Institute, Cardiff (Uwic) has been an enormous influence.</p>
<p>Although separated by almost half a century, our respective training programmes in the run-up to our big moments in the global spotlight owed a lot to our own higher education backgrounds.</p>
<p>In the early 1960s, I studied physical education teacher training while making full use of the college’s sports facilities. Those three years made a huge contribution to me winning gold.</p>
<p>In 2008, Dai graduated in leisure and sport management and had benefited from the college’s modern hi-tech athletics facilities. Despite the fact that we’re rooted in contrasting eras, our reflections have many similarities.</p>
<p>We both know that key elements of the higher education provision were crucial. They include the excellent facilities; superb coaches; tough competition; important partnerships; dedicated lecturers; and the wonderful career prospects that our courses brought.</p>
<p>In short, our time as students in higher education was time spent in an inspirational environment. In my case, a huge factor was having the help of Wales national athletics coach Ron Pickering – he rightly saw universities as centres of sporting excellence.</p>
<p>Dai Greene, meanwhile, is quoted as saying: “My four years at Uwic took me from a club-level athlete to one of the best in the world, creating a great platform for my future success.”</p>
<p>Great Welsh rugby players regularly come through universities too, of course – just look at Gareth Edwards, JJ Williams, Allan Martin and Brynmor Williams.</p>
<p>During Universities Week 2012, Cardiff Met’s Professor William Bell is presenting a study of the results of an investigation done during adolescence between active and sedentary boys. It’s the latest landmark in a rich history of important work done at the Met’s Cardiff School of Sport.</p>
<p>Throughout its 60-year history, the school has built an international reputation for the quality of its academic, professional, research and extra-curricular work.</p>
<p>This year alone its women’s rugby team, which has a number of international stars, brought the BUCS (British Universities and Colleges Sport) national cup to Wales and the Uwic archers brought the British women’s basketball league title to Cardiff. Four of their squad are in with a strong chance of making the GB Olympics basketball squad.</p>
<p>Universities Week 2012 sees two major reports showcase the importance of UK universities to sport. One demonstrates the diverse contribution that universities are making to the 2012 Games; the other highlights some of the many ways in which research has helped Team GB prepare for this summer.</p>
<p>There’s no doubt in my mind that, in Wales, the higher education sector is already contributing to Olympic and Paralympic Games 2012 and the wider sporting industry.</p>
<p>For instance, researchers at Aberystwyth University have been looking at new ways of warming up for athletes. Elite boxers will be based at Cardiff University for 2012 preliminary training camps; researchers at Bangor University have been studying performance errors that individual athletes most wish to avoid; and research at Swansea University has looked at eating disorders in relation to gymnastics.</p>
<p>Glyndwr University will host the Lesotho Olympics team this year and this month sees the University of Wales, Newport run a mini-Olympics for local schools.</p>
<p>The University of Wales, Trinity Saint David was honoured at this year’s Podium Awards which celebrate the role colleges and universities have played in delivering the London 2012 Games, and the University of Glamorgan has become the official Broadcast Training Centre for the Olympic Broadcasting Services organisation.</p>
<p>Not bad for a small nation, thankfully a nation passionate about both its sport and education.</p>
<p>Lynn Davies, born in 1942 in Nantymoel, near Bridgend, took part in three Olympic Games. He is best known for taking long jump gold at Tokyo in 1964. He is president of UK Athletics and remains one of a handful of Britons to have won an Olympic gold medal in a field event</p>

<p>The recommendations were put forward on Sunday at the concluding session of 3-day International Conference on the Emerging Issues of Social Sciences in Pakistan, organised by Quaid-i-Azam University (QAU) in collaboration with Higher Education Commission (HEC).</p>
<p>It was strongly recommended that the academicians and policymakers should be taken on board so that knowledge and expertise could be utilised to its full extent for the good of<br />
the country.</p>
<p>On the last day of the conference, different sessions were chaired by MNA Bushra Gohar, QAU Vice-chancellor Dr. Masoom Yasinzai, Dr. Atle Headland from Norway, Dean National Defence University (NDU) Dr. Pervaiz Iqbal Cheema, Director QAU School of Economics Dr. Aliya Khan and Gujrat University Vice-chancellor Dr. Nizam-ud-Din.</p>
<p>Technical session on youth and society highlighted the gender issues through global workplaces (call centres). Dr. Karim (George Mason University, USA) presented the case of Karachi youth – their perceptions, ambitions and entrepreneurial potentials.</p>
<p>In another technical session on history, politics and heritage, Dr. Zafar Nawaz Jaspal presented his arguments on the minimum to credible nuclear deterrence. Yaqoob Bangash from FC College also expressed his views on the topic. Director Italian Heritage Mission in Pakistan Luca Maria emphasised on sustainable development for archeological heritage in the country.</p>
<p>The last session on ‘The Role of Media’ was chaired by Atle Hatland. The session highlighted the role of media in the progress and development of a vibrant and tolerant society.</p>
<p>Dr. Nazir Hussain of QAU highlighted the role of media in the promotion of political culture and awareness in the country. “The media act a watchdog in a democratic society but in<br />
Pakistan it is more sensationalised and hype-generator,” he said and added that the media could play a role in the promotion of positive political culture in the country.</p>

			<content:encoded><![CDATA[<p><strong>PESHAWAR, April 25: Higher Education Commission (HEC) chairman Dr Javaid Leghari on Wednesday said the government would encourage investment in higher education sector for its promotion.</strong></p>
<p>He said this during a visit to Abdul Wali Khan University (AWKU), Mardan, where went to different sections and departments and examined teaching facilities.</p>
<p>Accompanied by HEC executive director Dr Sohail Naqvi and AWKU vice chancellor Dr Ehsan Ali, Dr Javaid said the commission would extend all possible technical support to investors eying higher education.</p>
<p>“We’re working on a plan to support the newly-established universities like Abdul Wali Khan University to open their doors for all. Education plays a key role in reformation of the society by equipping individuals with power of knowledge, skills and competence to excel,” he said.</p>
<p>The HEC chairman said support to universities for increasing enrollment and preparing youth for future challenges would continue. He called for allocation of four per cent of<br />
gross domestic product for higher education and said an education emergency should be declared in the country to prepare youth for modern day challenges.</p>
<p>He appreciated the standard of education at AWKU and assured its administration of HEC support in future endeavours.</p>
<p>Dr Javaid said students of Malakand division in particular and the province in general would largely benefit from AWKU and thus, easing burden on other government universities of the province.</p>
<p>The AWKU vice chancellor apprised the HEC chairman of the university’s establishment, achievements and future plans.</p>
<p>He said the university had so far established eight campuses in different parts of the province and that 1,800 students were enrolled in the main campus, 1,024 in Charsadda campus, 1,001 in Pabbi campus and 539 in Ambar campus. He added that 37 per cent of the university students were women.</p>
<p>Dr Ehsan said new biological block in the University School of Sciences had been set up, while students were being facilitated without gender discrimination.</p>
<p>He briefed the HEC chairman on the AWKU master plan and said the entire infrastructure of the educational institution would be completed in three phases at the cost of more than Rs12 billion.</p>
<p>The vice chancellor thanked provincial Chief Minister Ameer Haider Khan Hoti for taking keen interest in the development of AWKU, a leading university in the country.</p>

<p>Gary Younge&#8217;s critique of the self-serving claims made by opponents of affirmative action (<a title="" href="http://www.guardian.co.uk/commentisfree/cifamerica/2012/mar/02/affirmative-action-enemy-education-equality">Affirmative action and the real enemy of education equality</a>, 2 March) is right on point. The failure to oppose with equal fervour preferential treatment accorded to children of rich donors, faculty, wealthy and ordinary alumni, relatives of celebrities and the politically connected is utterly hypocritical.</p>
<p>However, when exposing such double standards, it is important to reinforce the stand-alone value of affirmative action. Failure to do so leaves intact the unfair discrediting of the programme.</p>
<p>Black law students admitted via affirmative action acquit themselves comparably well as lawyers. They also bring the added value of working in underserved communities in larger proportions that their privileged white counterparts. Not to mention the fact that test scores are famously unreliable as predictors of college or professional success. Our increasingly white-male dominated judiciary is implicated in discriminatory sentencing that has contributed to historic incarceration rates for African Americans.</p>
<p>Diversity in <a title="More from guardian.co.uk on Higher education" href="http://www.guardian.co.uk/education/higher-education">higher education</a> enriches the experiences of white students and prepares them for responsible citizenship in a multiracial society. Imagine a democracy in which key institutions – business, political, legal – are governed by privileged white males with no connection to other races and classes.</p>
<p>The double standard speaks volumes about the denials and moral bankruptcy that characterise racial discourse in the US. The false portrayal of affirmative action as the bogeyman destroying the college dreams of white students prevents an overdue and more honest interrogation of centuries-old white privilege, its role in growing inequality in the US (which affects educational opportunity), and who the real victims are.</p>
<p>Lastly, we should ask: if opposition to the use of race in college admissions is driven by principle – in this case <a title="More from guardian.co.uk on Equality" href="http://www.guardian.co.uk/society/equality">equality</a> under the law – what is the justification for access based on parental association with a university, ability to donate cash, or political connectedness? Is this really about principle? Let&#8217;s be honest.<br />

			<content:encoded><![CDATA[<p>The further one moves from urban centres, the harder it becomes to find quality services – and quality education becomes one of the hardest to find commodities. Away from the well-endowed cities of Rawalpindi and Islamabad, students make the best they can of higher education facilities, but much remains to be desired.</p>
<p>Few and far between</p>
<p>The biggest problem confronting students of smaller cities like Chakwal, Jhelum and Attock is the sheer lack of higher education institutions. Even though rapid population growth means that a significant number of youth with the need for higher education populate these areas, the growth of such institutions has not kept pace with the population growth.</p>
<p>The total population of these three districts has crossed the figure of four million. Chakwal has eight government colleges while 19 registered private colleges offering Bachelors level programmes. At these institutions, hundreds of students are taking the exams for BA, BSc and BCom courses throughout the three districts. This year alone, 4,187 successfully cleared the exams and were ready to go on to higher level Masters or alternative programmes.</p>
<p>But according to officials in the Education Department, only four or five hundred out of the over 4,000 students make it to institutes of higher education at different universities in the country since leaving homes to go study elsewhere is difficult and expensive.</p>
<p>Murree, another suburban area of Rawalpindi, is similarly ill endowed. For about 500,000 population of the town and its adjoining areas of Hazara and Kotli Sattiyan, there is only one boys’ degree college and two girls’ colleges but not a single university or institution of higher learning.</p>
<p>Funding and resources</p>
<p>Where lack of higher education options is a serious problem, many claim that the only solution is to establish more universities to fulfil the needs for the local population. “A university should be established in every district for the provision of higher education to the maximum number of students,” says Professor Rauf Ahmad Shah, the secretary general of Punjab Professors and Lecturers Association, Rawalpindi chapter.</p>
<p>He emphasised that given the increase in population and expenses, a university is the need of the day. “The location of Chakwal is an ideal one as it is situated at the centre of Jhelum, Attock and Gujar Khan. Therefore, if a university is built in Chakwal, the students of adjacent districts would also benefit,” he asserted.</p>
<p>But the question remains that even if such an institution is established, how will it be staffed with sufficiently qualified teachers?<br />
Consider Government Postgraduate College of Chakwal that offers Master programmes in three subjects – English, Physics and Math. Even at Government Postgraduate College, half of the posts are lying vacant while the available teachers are facing additional burden due to the commencement of BS honour programme as Punjab government could not fill the vacant posts.</p>
<p>In the Degree College for Boys, Murree, about 40 per cent of the teaching posts are lying vacant. Similarly, Government Girls’ Degree College, Murree, constantly struggles with a shortage of funding in maintaining the existing resources. Shortage of teachers, laboratories and poor condition of the building remain perennial problems.</p>
<p>Such resources-are-finite problems seem to be trouble even in areas like Wah and Taxila. Taxila and Wah are two fortunate areas that are well endowed with many professional and technical universities. Host to Comsats Institute of IT in Wah Cantt, University of Wah, UET Taxila and HITEC Engineering College, most of the problems here surround providing adequate resources to the student population of these resources.</p>
<p>Hostel facilities are permanently short and the male students have to rely on renting private accommodation. Similarly, a lack of official transport system for the students means that transport charges cause a significant dent in their pockets.</p>
<p>Hurdles to female education</p>
<p>The mass effect of lack of universities, funding and resources comes together in making it especially difficult for female students to pursue higher education beyond Bachelors level. Most parents are extra reluctant to send their daughters away from their homes to acquire higher level education where local opportunities are inadequate.</p>
<p>“I could not send my daughter to Rawalpindi because I could not afford the expenses of giving her higher education in another city,” explained Noor Zaman, whose daughter attained first division in B.A.</p>
<p>In Taxila and Wah, in spite of the fact that the twin cities are a hub of higher education institutions, there are no hostel facilities for girls, which means that female students from other cities cannot benefit from these institutions.</p>
<p>Similarly, in Murree, its unique summer resort nature becomes an additional deterrent for female students. For example, the Girls’ College here is located in the centre of hotels and due to the heavy movements of thousands of tourists, female students are having an extremely difficult time making it to their colleges and back.</p>
<p>Due to multi-storey buildings of hotels, the privacy of the girl students is badly damaged. The local population has been pushing for the Punjab government to make another girls’ college or shift the college to another location and efforts are still underway in this area.</p>
<p>Not willing to let things remain as present, local population is often willing to agitate and push the politicians to do more. In Murree, the politicians are pushed to find better buildings, in Chakwal the demand is for a university to be established while in Taxila and Wah, the local youth agitate for a separate quota in the many universities profiting from the space they have been given.</p>

Islamabad, Sep 02: Higher Education Commission (HEC)  expressed its serious concerns over the proposed financial cut on  development and non-development budget to cover the floods damages  across the country and demanded to exempt education sector particularly  higher education from this financial constraint.</p>
<p>Talking to media  persons at HEC Secretariat on Tuesday, HEC Chairman Dr Javaid R Laghari  said the Planning Commission had been showing non-serious attitude,  which might negatively impact the future of thousands of students  getting higher education across the world.</p>
<p>He said both Ministry  of Finance and World Bank were agreed upon the funding of Rs 28 billion  to promote talent and intellectualism in the country, but planning  commission applied a cut of Rs 5 billion and only approved Rs 25 billion  for HEC during ongoing fiscal year 2010-11.</p>
<p>Laghari said the  federal government had announced 50 percent ad hoc increase in salaries,  15 percent increase in medical allowances and 15 to 20 percent increase  in pension. Total impact of all these benefits amounts to Rs 7 billion,  however the Finance Division had not been providing this amount to HEC,  he maintained.</p>
<p>The chairman said overall enrollment of students  in different universities and degree-awarding institutes across the  country had increased to 82 percent during last five years, while HEC  had set the target to provide tertiary education up to 27.7 million boys  and girls between 17 to 23 years of age up to year 2020.</p>
<p>He  said the government had paid special attention to girls&#8217; education as  the literacy rate in females had jumped to 46.4 percent of total  population with an increase of 4.9 percent during last 10 years.</p>
<p>&#8220;On  the other hand, the literacy rate of boys&#8217; education has been recorded  at 53.6 percent with shocking decrease of 9.44 percent as compared to  financial year 2000-01,&#8221; the chairman added.</p>
<p>He said HEC had  committed to provide assistance to 2,800 foreign PhD students out of  which 350 scholars across the country had completed this programme.  Similarly, 385 scholars had got Ph D degrees out of total 3,800 local  PhD programmes announced by HEC.</p>
<p>Laghari was on the view that  there should be at least 35 to 37 percent increase in HEC budget every  year to meet the education policy goals by 2015 while seven percent of  total budget for education sector should be proposed up to Rs 1.464  trillion while the total Gross Domestic Product (GDP) in the country  might be estimated $220 billion till year 2015.</p>
<p>The chairman said  government allocated Rs 15.762 billion for the HEC in the federal  budget for 2010-11 under the Public Sector Development Programme (PSDP),  which was 29.94 percent less than the previous year because of some  financial constraints.</p>

THE Punjab governor/chancellor has appointed people on three vacant posts in Lahore College for Women University (LCWU) on contract for a period of three years with immediate effect.</p>
<p>According to a press statement issued here Wednesday, Punjab Governor Sardar Latif Khosa made the appointments under section 14(1), 15 and 16 read with section 9 (7) the Lahore College for Women University, Ordinance 2002.</p>
<p>The appointees are: Ms Tanzeela Qamar, Registrar, Dr Tahira Aziz Mughal, Controller Examination and Abdul Ghaffar Ali, Treasurer. The Higher Education Department secretary notified the above said posts.</p>
<p>These top three posts had been vacant since last one year and different people had been working against these posts as additional in charge. A search committee interviewed candidates for these posts in September last year.</p>
<p>LCWU PhD: Sadia Arshad, lecturer at Lahore College for Women University (LCWU), has been recommended for the award of a PhD from the university in the subject of Fine Arts. According to a press statement on Wednesday, the thesis Sadia Arshad was “Themes and sources of current generation of Pakistani artists (1997-2007).” </p>

			<content:encoded><![CDATA[<p>LAHORE, The Punjab Higher Education Department will file a review petition before the Punjab governor/chancellor with regard to his rejection of the department secretary’s letter, wherein he had rejected a search committee’s recommendations for appointment of the Government College University’s registrar.</p>
<p>It is learnt that former GCU registrar Sahibzada Faisal Khurshid had given his joining to GCU Vice-Chancellor Prof Dr Khaleequr Rehman and later submitted his reminder.</p>
<p>When asked, the VC said he had referred Mr Khurshid’s joining as well as reminder to the higher education department for advice, stating he did not have Mr Khurshid’s appointment letter.</p>
<p>The department had rejected the recommendations of a search committee which had interviewed applicants and selected a panel of three candidates for appointment as GCU registrar. The committee’s recommendations were also approved by the GCU Syndicate at its 33rd meeting and forwarded to the higher education secretary on Jan 11 last year for approval of the governor.</p>
<p>However, the education department had rejected the recommendations and written a letter to the GCU VC. The letter said: “I am directed to inform that the case regarding appointment of registrar GCU is hereby rejected in the higher education department. It was decided that on arrival of the regular vice-chancellor, the case will be taken up.”</p>
<p>The search committee comprising former GCU vice-chancellor Prof Dr Khalid Aftab, GCU professor emeritus Dr Khalid Hameed Sheikh and former University of Veterinary and Animal Sciences vice-chancellor Prof Dr Muhammad Nawaz had recommended a panel of three candidates for appointment as registrar on a regular basis.</p>
<p>The three candidates in order of merit were: former GCU registrar Sahibzada Faisal Khurshid, Muhammad Gul Aziz Awan and Muhammad Ishtiaq.</p>
<p>Later, Mr Khurshid submitted a petition to the governor/chancellor, contending that the higher education department had rejected the search committee’s recommendations, which were approved by the university Syndicate, without lawful authority.</p>
<p>He alleged that the letter was based upon ‘extraneous’ consideration and issued in violation of law laid down by the Supreme Court and it should therefore be declared void ab initio.</p>
<p>He had stated that the HED’s letter only stated that the search committee recommendations had been rejected but no reason was given.</p>
<p>The governor/chancellor later afforded an opportunity of personal hearing to Mr Khurshid as well as heard HED’s Additional Secretary Zarak Mirza and representatives of GCU – physics department chairman Dr Hassan A. Shah and deputy registrar Saboor Ahmad Khan.</p>
<p>After listening to all parties concerned, the governor in his Dec 10 order stated that he heard the parties and was fully satisfied that the HED could not rule out the recommendations of the search committee constituted by the Syndicate. He said the GCU Ordinance 2002 provisions clearly stated that the authority to consider the appointment of the GCU registrar was the governor and the HED had no authority whatsoever to reject the recommendations of the committee.</p>
<p>Rather, the governor said, the HED should have submitted the case for consideration of appointment of registrar to the chancellor as required under Section 14(1) of the GCU Ordinance. Even if the HED had any observation on search committee’s recommendation, he said, it should have submitted the case to the competent authority (chancellor) with observations instead of rejecting the same on its own.</p>
<p>“Therefore, the HED actions, whereby the Syndicate recommendations were rejected, was ultra vires, void ab initio, non est and illegal.”</p>
<p>Meanwhile, the GCU had re-advertised the registrar’s post on Dec 14 last. It is learnt that the higher education department was now planning to write to the Punjab governor for review of his Dec 10 order. Dawn</p>

Talking to Pakistan Today, Saman, who has completed masters in International Relations from PU, said that she had done her bachelors from the PU Institute of Communication Studies (ICS) Saman said, “By the grace of Allah almighty, my total marks are a record in the history of social sciences, which is a great honour for me and my university as well. Our administration is doing a lot in the higher education at PU.”<br />
She said that she would do PhD from the PU, instead of opting for a foreign university as the environment for research at PU was very well-developed. She said further, “The untiring efforts and support of my teachers and family played a big and important role in my success. It is my desire to choose the teaching profession because I want to do something in the field of education.” </p>

The Punjab government has changed its plan of shifting entire commerce stream from Technical Education &#038; Vocational Training Authority (TEVTA) to the Higher Education Department Punjab, it is learnt.</p>
<p>Under the new plan, the TEVTA institutes offering Diploma in Commerce (DCom) would stay with the TEVTA while its colleges offering BCom and MCom degrees would be shifted to Higher Education Department.</p>
<p>It is pertinent to mention that, in June 2010, Punjab Chief Minister Muhammad Shahbaz Sharif had given go-ahead for shifting the component of commerce education from TEVTA to the Higher Education Department. The necessary legislation in this regard was also approved by the Punjab Assembly.</p>
<p>The move of shifting commerce stream aims at empowering TEVTA to fully focus technical education and vocational training. </p>
<p>It is also important to mention here that there are 118 institutes and colleges running under administrative control of TEVTA across the province offering commerce education from two-year Diploma in Commerce (DCom) to BCom, while some colleges have also started offering MCom programmes.</p>
<p>After approval of the CM, the TEVTA had formally moved a summary seeking handing over of its 118 commerce institutes and colleges along with around 3000 teaching and non teaching staff to the Punjab Higher Education Department. </p>
<p>Sources privy to the developments said the authorities had now realized that commerce stream as a whole could not be shifted to the Higher Education Department since the DCom programme was basically in line with TEVTA’s mandate unlike BCom and MCom programmes. </p>
<p>It is also important to mention here that Punjab Board of Technical Education (PBTE), which is under administrative control of TEVTA, conducts the DCom examinations unlike BCom and MCom exams which are conducted by universities, primarily Punjab University, with which the TEVTA’s commerce colleges are affiliated. </p>
<p>They said the issue of transfer of commerce stream to Higher Education Department got stuck in limbo owing to indifferent attitude of the former Secretary Higher Education Haseeb Athar. Otherwise, they added, the shifting process might have been completed by now. </p>
<p>They said now the department would have to face a number of challenges under the new plan, especially in connection with handing over of the teaching and non teaching staff of TEVTA. </p>
<p>Bifurcating the teachers/ instructors teaching DCom, BCom and MCom programmes was indeed a very difficult job, they said. </p>
<p>They said the contract employees of TEVTA involved in commerce education, like others, had also been demanding regularization of their jobs, adding the same had to be addressed by the department in order to avoid any confrontation with its new future staff. </p>
<p>Higher Education secretary Dr Ijaz Munir, while confirming the new plan, said a committee had been formed to finalize the modalities. He said there were around 59 TEVTA institutes offering DCom programme. The same would stay with TEVTA unlike its commerce colleges offering BCom and MCom programmes. To a question, he said, the whole process of shifting would have to complete by June.</p>

<p>In this regard, a function was held at the college with the provincial minister as chief guest while other participants included secretary higher education Farah Hamid, director higher education Ghulam Qasim Marwat, ANP district president Farooq Akram, college principal Professor Dilshad and staff members.</p>
<p>The provincial minister lauded the effected girl students who courageously faced the attack and did not discontinue their education. He said that the Khyber Pakhtunkhwa government was committed to provide all facilities to female students. — Correspondent</p>

			<content:encoded><![CDATA[<p>THE Lahore High Court on Monday summoned Punjab University (PU) Acting Vice Chancellor Dr Mujahid Kamran for January 13 in a petition challenging the notification under which the government made him acting VC.</p>
<p>Justice Sheikh Ahmad Farooq also issued a notice and sought reply from the Punjab Higher Education secretary, asking him to explain as to why Dr Kamran had been appointed as acting vice chancellor. The court issued this order while hearing a civil miscellaneous application filed by Dr Mughees-ud-Din, a candidate for the slot of the VC, in his main petition, seeking restraining order against possible extension to Dr Mujahid as a VC after his retirement on January 2.</p>
<p>The petitioner submitted Dr Mujahid was appointed as vice chancellor for a period of four years under section 14 of the PU Act, and according to law, the VC could neither be granted extension nor could be permitted to serve as acting VC.</p>
<p>He said extension to a retired VC by the government was unlawful after a judgment by Supreme Court which declared that extension after the retirement from service was illegal and unlawful.</p>
<p>The petitioner’s counsel contended that Mujahid Kamran wanted to continue as a substitute arrangement so that his wife or cousin could be facilitated. He requested the court to set aside the notification of his appointment as acting VC, declaring it unlawful and illegal step by the government. Justice Farooq had already issued a notice to the higher education secretary on main petition of Dr Mughees-ud-Din. the news</p>

LAHORE</p>
<p>A SPOKESMAN for Higher Education Department Punjab has strongly contradicted the rumours that a security fee of Rs 15,000 will have to be deposited by the students for computers to be distributed under the Chief Minister’s laptop scheme. </p>
<p>The spokesman said the laptop computers would be distributed free of cost among the deserving and talented students and no security fee had been fixed by the Punjab government for this purpose. These computers will be non-returnable and will not be given for a certain period but will be the personal property of the students, he concluded.</p>

ISLAMABAD Though the Higher Education Commission (HEC) has made enormous efforts to promote research work, Pakistan ranked 43rd in the world in terms of published scientific papers in the year 2010.</p>
<p>According to the worldwide scientific journal ranking (SJR); Pakistan published 6,987 research documents in 2010. However, the same year United States was on top with 502,804 papers followed by China with 320,800 and United Kingdom with 139,683 research documents. On the other hand, India ranked ninth worldwide.</p>
<p>Among the Islamic countries, Pakistan trailed behind Turkey and Iran which published 30,594 and 27,510 research documents, respectively.</p>
<p>An official of the HEC requesting not to be named told this reporter that in 2007 Pakistan ranked 45th with 3,750 publications, in 2003 it was ranked 50th with 1,539 research papers and in 2000 54th with 1,174 papers. In 1996, the country was on 52nd position with 893 research papers.</p>
<p>The number of publications is directly proportional to the production of PhDs in the country.</p>
<p>“Pakistan gets over $10 billion every year through foreign remittances. On the other hand, due to financial crunch demand for foreign labour has been decreasing worldwide. Even in Saudi Arabia it has been decided to push out foreign labour force and adjust the locals in their places, because it is becoming difficult even for the oil-producing countries to address the problem of unemployment.”</p>
<p>The official claimed that in the West, population was decreasing and the new generation was more interested in the subjects of art and humanities rather than science, mathematics and research work.</p>
<p>Due to this, the official added, the demand for specialised persons would increase in the West and Pakistan can meet the requirement of these nations by producing specialised persons and earn huge foreign exchange.</p>
<p>Sources said most of the successive governments in Pakistan did not take future planning seriously and always tried to solve problems by makeshift arrangements. The government should focus on specialisation in different subjects because only specialised persons can earn foreign exchange to steer out the country from the financial problems.</p>
<p>Executive Director HEC Prof Dr S. Sohail H. Naqvi told Dawn that they had been trying to generate as many specialised persons as possible and for that reason were encouraging and facilitating universities. He said for increasing the number of PhDs, the commission required funds. “Hopefully, Pakistan will further improve its ranking regarding publication of<br />

ISLAMABAD &#8211; The Higher Education Commission (HEC), in collaboration with the US Agency for International Development (USAID), organized a workshop for fundraising and resource mobilisation for the staff of 11 public universities.<br />
The closing ceremony of the three-day workshop, attended by 28 participants, was held here at the HEC Secretariat on Friday.<br />
The workshop was designed to help universities strengthen their ability to sustain their operations and diversify income. The resource persons addressed the issues like optimization of human resources and economic difficulties and resource constraints for education.<br />
The one-third of the total revenues of Pakistan’s public sector higher education institutions comes from non-government funds, such as tuition fees, college affiliation fees, exam fees or hostel charges. Only a small share of public university revenues is generated through contract research, commercial ventures, fundraising, endowments or other philanthropic sources.<br />
Speaking to the participants, Dr. Riaz Hussain Qureshi, Adviser (Human Resource Development) HEC stressed that the involvement of local community is essential for generating scholarships for needy students.<br />
The workshop was organised under the USAID-funded Merit and Needs based Scholarship Programme that funds scholarships for talented but needy students pursuing higher education at 11 Pakistani universities.<br />
Through this programme, USAID has funded more than 1,800 scholarships for Pakistani students since 2004, thus helping to double the number of gifted but financially needy students studying at participating 11 institutions. The programme has also supported establishment of University advancement office at HEC.<br />

As many as 473 graduating students were conferred higher education degrees and four gold medals were awarded in various disciplines at the fourth convocation of the Dadabhoy Institute of Higher Education (DIHE) held at the Karachi Golf Club on Friday.</p>
<p>Six MPhil degrees were awarded to graduates from the Faculty of Business Administration, 145 to MBA graduates, seven to Executive MBA students, 25 to BBA graduates, and 13 to BCom 13 graduates. Also awarded were 11 MCS degrees in the Faculty of Science, 11 MIT degrees, 22 BSCS, six BSFE, 28 BTech (Hons), 59 BTech (Pass), six LLB degrees in the Faculty of Law. </p>
<p>Those who received gold medals included Tauseef Hussain and Muhammad Abdullah Taqi from the Faculty of Management Media and Social Sciences, Warda Akbar from the Faculty of Science and Umair Ahmed from the Faculty of Science. However, the total number of absentia stood at 135 out of 473. Sindh Senior Minister for Education Pir Mazhar ul Haq was the chief guest on the occasion. the news</p>

LAHORE – The Equivalence Committee of Higher Education Department of Punjab Government has finally resolved the issue of Equivalence of M.Sc., Industrial Chemistry and M.Sc., Chemistry. A meeting of the committee comprising Prof. Dr. I.U. Khan of Government College University (GCU) Lahore and Prof. Dr. Muhammad Makhshoof Athar, Director Institute of Chemistry, University of Punjab, Director PPSC, and a senior official of the HED, Deputy Secretary Tariq Saeed on Tuesday amicably resolved the issue with consensus. The decision has been hailed by dozens of M.Sc., Industrial Chemistry degree holders who were rejected in the interview after passing the written test for Lecturer grade in Chemistry at the Public Service Commission recently. The decision would not only save the future of affected candidates but go a long way in building confidence among the Industrial Chemistry degree which is the latest and market oriented discipline introduced in Pakistan a few years ago.<br />
The Punjab Public Service Commission had earlier raised the issue of Equivalence of the both the degrees during the interview process continuing currently at the PPSC office for the successful candidates in written test. Apparently it seemed to be a blockade in the ongoing process of recruitment to fill the vacant posts of lecturers in the Government colleges in various subjects. Though the issue was already settled in a number of cases which should have been applied across the board but the PPSC sought the post specific Equivalence Certificate. Keeping in view the HED presented record of earlier committee meetings and cogent precedence and the applications of the candidates were re-examined afresh and were granted Equivalence to resolve the issue amicably within the time frame of one-week asked by the PPSC after which the candidates will be interviewed.<br />
As many as 215 candidates who passed the written examination appeared three days back for final interview for lecturers (Male) before the Panels of interviewers at the PPSC. While no other among five/six panels interviewing the candidates, one asked for fresh Equivalence Certificates, at the end refused to interview the candidates holding M.Sc. Industrial Chemistry degree though had met the eligibility criteria and PPSC allowed them to sit in the written examination. There was not much difference in course outline of both and the question paper of the PPSC too was combination of both. On the basis of this equivalence a number of M.Sc. Industrial Chemistry qualified persons are working as lecturers in Government colleges and in various Government departments in grade 17. It may be mentioned that around 215 qualified the written test from amongst the 6,000 candidates who appeared for 83 posts of Lecturers in Chemistry. the nation</p>
