ISLAMABAD – The Institutional Scholarship Award Committee (ISAC) has recommended 58 students of Sindh Agriculture University (SAU), Tandojam, for awarding Higher Education Commission and USAID needs-based scholarships, says a press release issued here by the HEC.
The meeting of the committee was presided over by Dr AQ Mughal, Vice Chancellor of the Sindh Agriculture University. Other members of the committee include Dr Shamsuddin Tunio, Dean Faculty of Crop Production, Dr Amir Bukhsh Kalhoro, community representative and other senior members of university and the Higher Education Commission.
The vice chancellor admired USAID’s commitment in supporting the higher education sector in Pakistan. He said these scholarships provide an excellent opportunity to the under-privileged students of the remote areas, especially female students, who are otherwise unable to pursue higher education in the fields of agriculture sciences and business administration. He also appreciated the transparency of mechanism used for the award process.
The HEC officials along with panel members interviewed 389 students and approved 58 scholarships for the needy but talented students. These scholarships will be referred to the Scholarship Management Committee (SMC) chaired by the HEC executive director for final approval.
Since programme’s inception in 2004, 1,598 needy students have received scholarships in the fields of business administration and agriculture, while 827 students have completed their education under the programme. The goal of the programme is to award 1,807 scholarships during six-year life of the project.

The steering committee of the education department on Wednesday approved a proposal that the students of classes I to III at government schools would be promoted to next classes without considering their marks in the annual exams.

The decision was taken at a meeting presided by Senior Education Minister Pir Mazharul Haq that started after hours-long delay at the NJV School on Wednesday. The committee also announced the schedule of admissions to schools and colleges, annual examinations and the beginning of new academic session.

“The students from Class I to III will have the facility to automatic promotion but they will need to appear in exams to create a sense of examination among them,” Pir Mazhar said. According to Secretary Education Muhammad Siddiq Memon, the annual exams of Class IV to VIII would be conducted by the “third party” and the Education Department would bear all expanses but would not interfere.

It was decided that the annual exams would be completed by March 30, the admission process of Class-IX would be concluded by March 31, and the new academic session would start from April 01.

The theory examination for Secondary School Certificate (Class IX and X) will start from April 8 and all examination boards, except the Board of Secondary Education Karachi (BSEK), will issue the results of Class-X by July 15. The BSEK has been bound to declare the results of Class-X by July 31.

The theory exams of Higher Secondary School Certificate (Class XI and XII) will commence on May 12 and all provincial examination boards, except the Board of Intermediate Education Karachi (BIEK), will declare the results of Class-XII by August 31, while the BIEK will announce the results by September 15.

The buildings of government schools and colleges will be utilised as examination centres and in case of non-availability of such buildings in various areas, the Education Department will facilitate the examination boards in this regard.

Pir Mazhar said that the teachers would be made bound to report to their examination duties and in case of any violation they would have to face action. The heads of institutions would act as “internal superintendents” and non-gazetted teaching and non-teaching staff would not be assigned invigilation duties at schools and colleges.

The heads of institutions, concerned district education officers, regional directors and examination boards would make sure that the candidates submitting their examination forms should have 75 percent attendance or else their forms would not be entertained.

The process of granting admissions to Class-XI under the centralised admission policy would be completed by the first week of September, while the admission process for Class-XII would be completed by the first week of August.

The steering committee decided that all the public sector universities in Sindh would conduct degree examinations as per their own schedule.

It decided that the appointment of junior school teachers, primary school teachers and high school teachers as well as the test for merit-cum-poverty scholarships for the students of Class VI to X would be held by the “third party”. Under the scholarship programme, the deserving students would be provided Rs15,000 each per month.

The steering committee on education affairs also approved the appointment of around 19,000 school teachers in the province. Also, the committee would send its recommendation to the chief minister Sindh for observing the two-month summer vacations in July and August due to Ramazan.

Schools and colleges would hold sports week during the last week of February every year. It also recommended for framing laws regarding transfers and postings of the staff, including teachers and field officers. All transfers and postings would be made during summer vacations. the news

Flying colours: Govt decides no report cards for classes I to III

KARACHI: Children studying from classes I to III will be promoted automatically without formal report cards to rank them on their performance, the education department’s steering committee has decided.

“But there will be a written examination locally for the sake of creating a sense of exams among the students,” reads a resolution the committee passed. Education minister, Pir Mazharul Haq, presided over the meeting.

On the other hand, the students from classes IV to VIII will be graded in exams which will end by March 30. Haq also announced that the department will hire 19,000 more teachers on contract.

The steering committee meets every year to discuss the schedule of admissions, examinations, vacations and other issues before the beginning of the academic year. This year’s meeting was held at the reform support unit of the NJV School. The chairmen of the boards of education and textbook board, representatives of private schools associations and the education executive district officers attended.

Admissions

It was decided that schools should wrap up admissions for classes I to X (or ten) before March 31. However, in Karachi the admissions for first and second year will continue to end by the first week of September, because of the centralised admission policy (CAP). But the rest of the province will follow the schedule set by the education department, and will end admissions by the first week of August.

Exams and results

The theory exams of classes IX and X will be announced from April 5 while all the education boards in the province will announce the results of class X by July 15. The deadline for the Board of Secondary Education Karachi was decided as July 31.

For first and second year, theory exams will begin from May 7. All education boards were directed to announce the second year results before August 31, while the deadline for Karachi was set as September 15.

Minister Haq stressed that optimum use should be made of school and college premises for exams. “In case there is a shortage of space, the education department will help the school or college in finding an appropriate place.”

He said that the examination forms for students with a minimum of 75% attendance will be accepted. “We’ll ensure that teachers are available in places where there is a shortage.”

Extracurricular activities

Before the meeting, the education secretary, Muhammad Siddique Memon, and the country manager of a Canadian sports organisation, Iqbal Jatoi, signed a memorandum of understanding for organising activities in seven districts. The organisation is called the Right to Play and it holds sports and other extracurricular events in schools and colleges.

The meeting also decided to make sports compulsory in all schools across the province. “We also decided to allocate five per cent seats on a sports quota in the centralised admission policy,” Haq added.

While reminiscing about his school days, the minister said that he studied from a government school where he used to play sports. “But such activities are not available anymore in many government schools now,” he lamented.

It was also decided that sports week and other events will be held from December 15 to 30 every year and also in the last week of February for the current year.

Scholarships

This year, the education department allocated Rs40 million for “merit-cum-poverty” scholarships for students who do exceptionally well in class IV. “Around 15,000 needy students till class VIII will receive scholarships,” said secretary Memon. The students will be tested again in class VIII and it will then be decided if they continue to receive the scholarship till Class X.

Summer vacations

Like every year, the steering committee could not make a unanimous decision about which months should be allocated for the summer vacations. However, a summary will again be sent to the chief minister, recommending that they be held in July and August, instead of June and July. The reason was that Ramazan is expected to begin from July 20.

Last year, there was a massive confusion about when the vacations will begin. Some schools shut down during June and July while others announced vacations during July and August. The committee had proposed the same last year as well but it was later turned down by the chief minister.

The total number of public holidays during the academic year was limited to 19. Four holidays have already passed because the meeting was held late this year.

KARACHI – The Pakistan Civil Aviation Authority (PCAA) has awarded scholarships to 180 children of its employees and issued promotion orders of 99 lower staff members. The PCAA media coordinator, in a statement issued on Sunday, said the authority’s director general has adopted an employee-friendly policy for the betterment of the organisation. The children would receive the educational grant by obtaining 80 percent and above marks in matriculation or the 1st year examinations from all education boards of Pakistan.
Hence, Rs 2.3 million have been released under the head of scholarship. A total of 99 lower staff members have been promoted from PG-1 to PG-2 and from PG-2 to PG-3, including peons and watchmen. The PCCA director general had also promoted 550 staff members a month back. ISLAMABAD – The controversy between Federal Board of Intermediate and Secondary Education (FBISE) and Federal Directorate of Education (FDE) is set to hamper future prospects of brilliant students, as outstanding students, who passed exams last year, have not received scholarships so far, it has been learnt. Two hundred students, who passed scholarship exams of 8th class, are still waiting for the money, as neither the FBISE nor the FDE is ready to take the responsibility. Previously, the FDE has always been the sole authority to conduct scholarship examination of 8th class; however, the FBISE conducted the scholarship examination last year for students of the FDE-run schools.
After conducting scholarship exams, the FBISE asked FDE to pay scholarship money to 200 successful students; however, the FDE did not comply. Talking to Pakistan Today, FDE Director General Atif Kayani on Wednesday said since scholarship exams were conducted by FBISE, so it was its responsibility to disburse the amount. On the other hand, FBISE Chairperson Shaheen Khan said being an authority to conduct exams, the FBISE was not mandated to pay the scholarships. “I realise students’ suffering, but I can’t do any thing as the FDE is given funds for scholarships,” said Shaheen. In 2010, when FBISE chairperson was enjoying the additional charge of DG FDE, she put the scholarship examination under FBISE domain.
FDE Director General Atif Kayani said the FBISE had no authority to conduct scholarships exams. “According to the FBISE Act 1975 (as passed by the Parliament), the FBISE cannot not conduct examinations for 8th class. It can only hold matriculation and intermediate exams,” said Kayani.
He said the FBISE would have to go the Parliament for any amendments if it wanted to indulge in the exercise. But the FBISE Chairperson says the FBISE is authorised to do so. The FDE and FBISE have completed their preparation for conducting scholarship exam for year 2012. “We are all set to conduct exams and have forwarded the request to Professional and Technical Education Ministry for holding scholarship exams for year 2012,” said the FBISE chairperson. On the other hand, the FDE chief says they will hold conduct exams at every cost, adding that they have moved a summary to the Capital Administration and Development Division (CAAD) secretary to give the mandate back to the FDE. “All the government schools in the city come under the domain of FDE and it is our mandate to hold scholarship examination,” Kayani added. The FDE has already issued, according to which, the exams for scholarship for 8th class started from February 16. The schedule is available on the FDE website.
The issue has always remained a burning issue; however, it was only in last year that the FBISE held the exams for the first time. That was done only after an announcement made by the then education minister Sardar Aseff Ahmed Ali.
A notification in that regard was issued by the Federal Ministry of Education on December 22, 2010, in which it was stated: “The examination of class eighth for scholarships only shall henceforth be conducted by the FBISE.”
There are usually around 2,500 to 3,000 students take appear in the exams every year.
Before its devolution to provinces under 18th Amendment, the Education Ministry was running the affairs of both the FBISE and the FDE. For now, the FBISE is being managed by the Ministry for Professional and Technical Training while the CAAD is looking after the FDE affairs. pakistantoday

MUZAFFARGARH – An education programme director linked Pakistan’s development to modernising education system during his visit to the district.
Presiding over a meeting, Raza Jameel said that for development of education sector, the education department in collaboration with NGOs could play a key role. He further said the department had initiated various projects like construction and repair of school buildings, teachers’ training, mobilization of school boards, scholarships for intelligent students, setting up of daycare centres, community centres and vocational training project for women and children.
He said that from the platform of the Institute of Education and Awareness, two teachers of Muzaffargarh district were getting training in the US. He added that the institute focussed on betterment of women and children and sanitation, adding that daycare centres were being set up in model villages where lady health workers will be appointed.
On the occasion, District Monitoring Officer Tariq Mehmood said that about 2,260 schools were functioning in the district. These schools were being provided with modern facilities, books, furniture, laboratories, libraries and computer labs, he added. ISLAMABAD National Scholarship Management Committee (NSMC) in its meeting approved award of indigenous scholarships under the project “PhD Fellowship for 5,000 Scholars” on quota basis as per federal government policy.

The meeting was held at Higher Education Commission (HEC) under the chairmanship of Executive Director HEC Dr Sohail Naqvi. As many as 650 scholarships were provisionally awarded in light of the decision of the ECNEC meeting which agreed to HEC’s proposal to award local scholarships on quota basis after 18th constitutional amendment.

The participants were informed that the selection for Batch-7 of the scheme “PhD Fellowship for 5000 Scholars” was prolonged due to decision at the Government level. The members were also apprised that being a Federal Government organization, HEC would ensure implementation of quota policy in award of indigenous and foreign scholarships in future as well.

The members appreciated the decision and hoped that this would help in promoting inter-provincial harmony and removing regional disparities. Representatives of the provincial governments, Planning Commission, Ministry of Science and Technology and HEC officials attended the meeting.The news.

Chief Minister Sindh approves Chinese language as subject

Chief Minister Sindh Syed Qaim Ali Shah has approved the policy to introduce Chinese language as a subject from Class VI to XII in all public and private institutions of the province from the academic session 2012-13.

The approval for this decision came at a meeting held at the CM House on Saturday.

As per the decision, the Chinese language classes will be introduced from Class VI and taught till Class VIII in the first phase as a non-credit subject replacing Arabic/Persian languages, which would be switched over to Class III to V, from the academic session 2012-13. The students who will take up the Chinese language subject will get incentives like stipends, scholarships, recreational trips and free books. With the passage of time, the system as well as human resources will be developed, following which the Chinese language will get the status of a compulsory subject.

In the second phase, Chinese will be introduced from Class IX to Class XII. Students who will be learning Chinese language from Class VI to Class VIII from the session 2012-13 will be embarking to Class IX to XII during the session 2015-16, and their exams will be held through the board, and they will be earning 20 marks as an incentive on the pattern of erstwhile NCC.

Later, the Chinese language will also be added/introduced at university level (under-graduate and graduate programmes) and research work could also be started with the passage of time. Besides, public and private universities would be requested to establish Chinese language faculty.

The policy envisages that the universities seeking charter shall have to have Chinese faculty. Initially, the teaching of Chinese language will be started in public and private cluster schools in each district of the province. The resource person, who will train the master trainers, may be arranged with the coordination, cooperation and help of Chinese Embassy/Consulate etc, while for master trainers, preference will be given to English language teachers of secondary and higher secondary schools, and they would be given incentives like appreciation certificates, visit to China, foreign trainings, stipend/ honorarium, etc.
Under the policy, training centers will be selected at the divisional headquarters, and centers from cluster schools will be selected in each district of the province.The news.

If the student fails to achieve the required level of English language skill he/she will be given second chance for another year on self finance basis, and in case of failure in the second attempt the student will be barred from college.

These scholarships would be additional to already awarded fourteen scholarships, which can be availed by the present students of QAU belonging to remote areas of the country in the fields of social and natural sciences.

QAU Alumni Association Secretary General Murtaza Noor informed that the scholarships have been offered to the enrolled students belonging to different parts of the country.

The QAUsenior alumni members have donated these scholarships and the scholarship amount would help the deserving students over the tuition fee, hostel and mess charges. He believed that these scholarships would be greatly helpful in continuation of the studies of the scholarship holder students and would also enable them to solely concentrate their studies. He also appealed to the alumni members to support more students in bearing their studies expenses.

Vice Chancellor QAU Prof. Dr. Masoom Yasinzai appreciated the efforts and gesture of the alumni association for extending support to students of the University. He believed that both organizations would continue to work together for the benefit of the students of their alma mater.

These scholarships are being awarded after signing MoU between Quaid-i-Azam University Islamabad and Quaid-i-Azam University Alumni Association through which both the organizations have agreed to extend cooperation for the benefit of the present and old students of QAU.

Through this MOU it was decided that QAU Alumni Association would offer certain need-based scholarships to the students of QAU. QAU Islamabad would establish a separate head for these offered scholarships as on the pattern on Dr. Raziud Din Siddiqui Scholarship Programme.

QAU Alumni Association would also financially support any student who gets education at QAU from remote areas of Pakistan. QAU Alumni Association would also assist the students of QAU in career counseling and job placement. Lahore, The Government College University Lahore Endowment Fund Trust has signed a Memorandum of Understanding (MoU) “Help the Helpless” with an American-based educational foundation, Promotion of Education in Pakistan (PEP), USA to give scholarships to the poor and deserving students of GCU who cannot afford their academic expenses.

GCU Vice Chancellor Prof. Dr. Ikramul Haq (S.I) and PEP President Prof. Dr. Khalid Iqbal signed the agreement after which the American-based educational foundation gave away an initial donation of Rs 2 million to the GCU Endowment Fund Trust for initiating scholarships for the deserving students.
The GCU and PEP also agreed the establishment of a collective fund “Student Scholarship and Immediate Needs (SAIN)” at the GCU Lahore by way pooling resources.

PEP President Prof. Dr. Khalid Iqbal said that in the past a nation could survive with an unskilled labor force. However, the survival the fittest in the twenty-first century will require a nation’s masses to be educated in logical thinking, reasoning and modern skills. “Unfortunately, education sector in Pakistan is amongst the weakest in the modern nations,” he said.

Quality education is limited to only a few institutions. Most of these institutions are private, profit-making and are beyond the reach of all except a very small upper class. Thus, there is both a strong and an urgent need in Pakistan for institutions where quality education can be made available to young men and women, especially from economically disadvantaged families.

The PEP President showed his commitment to take all the possible steps to help the deserving students of GCU. He proposed to hold a fundraising week for deserving students. Speaking on the occasion, GCU Endowment Fund Trust Honorary Secretary Dr. Khalid Manzoor Butt said that this year more than around 2,500 GCU students apply for financial aid but due to limited financial resources it becomes difficult for the university to accommodate all the students. He said Endowment Fund Trust was established to bridge the gap. He said that the trust last month gave way scholarships of more than Rs 1.6 million to deserving students with the help of old students of GCU.

FGGMS students excel in scholarship exam
Islamabad: The students of Federal Government Girls Model School (FGGMS) G-9/3, clinched top seven positions in the ‘Middle Standard Scholarship Examination’ conducted by the Federal Board of Intermediate and Secondary Education (FBISE).

Federal Government Girls Model School (FGGMS), G-9/3, maintained a historical record by obtaining seven top positions and 17 scholarships among all the model and federal government colleges.

This year, Middle Standard Scholarship Examination was conducted by FBISE for the first time and the results were announced on April 18.

According to the FBISE results, Bushra Farid of FGGMS, G-9/3, secured first position with 378 marks out of 400.

While Sabrina Rana and Laiba Atta-ir-Rehman of the same college got second position with 371 marks. Saba Bashir obtained third position with 369 marks. Moreover, fourth, fifth and sixth positions were secured by Maria Malik, Marium Pervaiz and Aneeqa Shamim of the same college, securing 368, 367, and 366 marks respectively.

19 students of Federal Government Girls Model School (FGGMS) G-9/3 appeared in the Middle Standard Scholarship Examnation. All the students of the school passed the exams with A+ Grade and the overall result remained 100 per cent. The GPA of the school remained 6.

Saudi Arabia hired as Khuddam Pakistani students

900 Pak students studying in Saudi Arabia to be hired as ‘Khuddam’
Islamabad: The Ministry of Religious Affairs will hire 900 Pakistani students studying in Saudi Arabia as Khuddam-ul-Hujjaj for this year’s pilgrimage.

Under the Haj policy-2011, the number of local Khuddam has been increased from 250 to 900 whom’s services will be hired at 100 riyals per day, official sources told APP.

“For the welfare services, Medical Haj Mission has been increased from 260 to 540, while 230 Khuddam will be drawn from Armed Forces, Civil Armed Forces and Pakistan Boy Scouts and the number of local Khuddam-ul-Hujjaj will be increased from 250 to 900 subject to availability of resources,” they said.

This year, one dispensary will be set up at each residential building acquired for the Hujjaj performing the Haj under the government scheme. The facility, equipped with doctors and paramedical staff, will be functional round-the-clock, they said.

Around 180,000 pilgrims will be sent to Saudi Arabia for performing Haj under the government and private schemes. Under the government scheme, applications are being received from April 15 to May 10 through 5,000 designated bank branches from across the country. “This year, there will be no balloting for Haj as the applicants will be selected on “first-come and first-served” basis to ensure transparency in the entire process,” the sources said.

If we glance through the history of the Islamic Republic of Pakistan, it is quite obvious that the changes that have occurred over the years have created an agonising loss to the socio-economic, political and academic set-up of the country. Changes add spice to life, but unfortunately, in Pakistan’s case, the spice has been a disaster. The recent decision about the Higher Education Commission’s (HEC) devolution has raised the eyebrows of many who are worried about the country’s future.

HEC has been facilitating the development of higher education in Pakistan for the last one decade. Its main purpose was to upgrade the universities to be centres of education, research and development. Needless to say, the monitoring of the universities with special emphasis on quality assurance has raised Pakistan’s standing among the international universities. The standardised curriculum, and research and development gave a hope to aim higher for revolutionary changes in the education sector. Faculty development, curriculum revision, infrastructure development, scholarships, industry and university research collaboration have created a competitive environment among the universities. This approach has given a professional dimension to unveil new frontiers in Pakistan’s education industry.

Almost 10 years of the Commission’s hard work, excellence and farsightedness has given great pride and hope to Pakistan at a time when the country is in the middl of chaos and lawlessness, etc. For example, a noticeable increase (600 percent) in scientific publications in international journals have introduced new Pakistani scholars to the world. The university enrolment was 135,000 in 2003, which has been raised to 400,000 because of the Commission’s effort. And now most have been included among the top 600 universities that is a real achievement. Japanese MEXT research scholarship to Pakistani students
Islamabad, The Government of Japan has awarded MEXT Research Scholarships for the year 2011 to eight (8) postgraduate students of Pakistan, aiming to provide them an opportunity to pursue higher studies in their respective fields at Japanese Universities. This fully funded Japanese scholarships program is designed to contribute to the long-term development needs of Pakistan to promote good governance, economic growth and human development. The scholarship grantees have been selected by the Embassy of Japan, the Ministry of Foreign Affairs of Japan and the Ministry of Education, Culture, Sports, Science and Technology of Japan (MEXT) in collaboration with the MEXT Alumni Association of Pakistan (MAAP).

The Embassy of Japan today hosted a reception in honor of the scholarship grantees for the year 2011. The alumni of this scholarship program were also invited to this reception to exchange views and share their knowledge with the scholarship grantees. In the opening speech, Ms. Kuniko Nakamura, First Secretary, Head of Public Affairs Section, congratulated the students in this challenging endeavor and also expressed her hope that the students would come back to Pakistan to utilize their knowledge and expertise for the common good of Japan and Pakistan.

Over the years, many Pakistani MEXT Research Scholarship students have successfully returned to Pakistan after obtaining their PhD /Masters Degrees in Japan. They are actively working in the academia, public and private sectors, making a significant contribution to the Japan-Pakistan relationship.
